아베 시대 야당의 분열과 갈등

Abstract

아베-자민당의 재집권 이후 치러진 중·참의원 선거에서 자민당은 계속된 승리를 거두었다. 아베-자 민당의 승리는 아베노믹스와 같은 정책성과나 보수주의 지지 기반의 확대, 아베 총리 개인의 인기나 중국과 북한으로부터의 위협 인식 등 다양한 요인들을 꼽을 수 있지만, 야당의 분열과 낮은 존재감이 중요한 원인이었음을 부인할 수 없다. 특히 2009년 민주당에 의한 정권교체가 내부적 다양성에도 불 구하고 통합된 정당으로서의 모습을 보여 주었기 때문이었다는 점을 고려하면 야당 통합이 더 많은 의석 확보와 정권교체를 가능하게 하는 중요한 요소임을 알 수 있다. 자민당의 재집권 이후 야당은 과 거의 경험을 바탕으로 선거협력은 물론 통합을 이루고자 노력하고 있지만, 낮은 수준의 협력과 통합 으로 큰 성과를 거두지 못했다. 이 글은 민주당 정권 이후 민주당 세력의 분열과 통합 움직임을 통해, 정책 대립과 공산당과의 관계에 대한 인식 차이가 아베 정부시기 야당 통합을 지체하는 요인이었음 을 보여 주고 있다.

The Liberal Democratic Party (LDP) of Japan had won two Lower House elections and three Upper House elections during the Abe government from 2012 to 2020. In addition, results of those elections seemed to show reconstruction of one-party dominance like that of the 1955 system. Electoral victories under the Abe government can be explained by the Abe administrations economic performance, strengthened linkage with conservative groups, and security threats from China and North Korea. Meanwhile, opposition parties, especially the Democratic Party of Japan(DPJ) which once gained a government power from 2009 to 2012, had splitted and failed to cooperate in national elections. This study traces causes and reasons of splits and mergers of opposition parties under the Abe-LDP government, focusing on the former DPJ politicians.
