공격적 현실주의 실천 논증 비판연구

Abstract

2002년, 조지 W. 부시 행정부의 이라크 자유 작전 구상 이후 국제정치학자들은 이를 반대하는 성명 광고를 게재했다. 본 성명 광고가 주목을 받은 이유는 국제정치 구조의 국가 행동 제약 능력으로 이론가들의 현실 정치 참여가 필요 없다고 주장하는 신현실주의자들이 해당 성명 광고에 참여했기 때문이다. 이후 체계이론을 주장하는 신현실주의가 현실 정치를 분석하고 예측하며 처방하는 실천 논증을 펼칠 수 있는지, 그 내용은 과연 이론의 분석 논증에 부합하는지에 대한 비판 연구가 진행되기 시작했다. 공격적 현실주의 실천 논증에 대한 기존 비판 연구는 두 가지 흐름으로 나타났다. 첫 번째로 공격적 현실주의 실천 논증에서 내어놓은 예측이 현실화 되었는지를 평가하는 공격적 현실주의의 설명력 비판이고 두 번째는 공격적 현실주의 분석 논증의 존재론 혹은 인식론 기반 중 하나가 실천 논증에서의 그것과 같지 않다는 개략적인 비판이다. 설명력에 관한 첫 번째 비판 연구는 미어샤이머가 지적했듯 이론의 비결정론적 특징에 따라 비판으로 수용될 수 없는 부분이 존재한다. 이론은 모든 현실을 설명할 수 없다는 공격적 현실주의의 방어 논리 하에 설명력 비판은 더 이상의 논의를 중단시켜 버리기 때문이다. 두 번째 비판 연구 또한 메타 이론이라는 철학 기반 전반을 온전히 탐구하지 않은 채 단순한 불일치성을 밝힘으로써 왜, 어떻게 공격적 현실주의의 철학 기반이 확장 혹은 모순 가운데 있음을 논의하지 못한다. 궁극적으로 공격적 현실주의 실천 논증에 대한 기존 비판 연구는 문제 해결적 가치에 기반하는 패러다임 내에서만 비판되어 왔고 온전히 실천 논증의 한계를 적시하지 못하고 있다. 본 연구는 공격적 현실주의 실천 논증의 가치론이 미시적 문제 해결적 가치로 변화하고 그 과정에서 비판적 가치를 어설프게 수용하면서 공격적 현실주의 실천 논증의 존재론(마음-세계 이원론)과 인식론(현상론)이 변화를 보이게 되었음을 비판한다. 실재하는 대상의 속성과 지식에 대한 연구자의 인식을 변화시키는 가치론의 능동적 영향력을 중심으로 공격적 현실주의 실천 논증의 메타이론 기반 확장을 비판한다.

In 2002, the George W. Bush administration was planning to invade Iraq in an operation named Operation Iraq Freedom. Against the operation, 32 prominent international relations scholars bought an ad in the New York Times to condemn the plan of war with Iraq. The ad attracted attention because the Neo-realist argued that theorist practical intervention is not needed because of the power of international systems restricting power on states. After the ad, critical research has appeared with whether Offensive Realists can make practical arguments and if they can whether the philosophical content of practice matches its description. Despite the countless critical research, the studies on Meta-theoretical(ontology, epistemology, axiology) discrepancy between description and practice are at a fairly low level both quantitatively and qualitatively. There have been some studies that have conducted meta-theoretic criticism, but these have focused only on revealing simple inconsistencies without philosophical analysis. This study argues that Offensive Realists practice, which shares microscopic problem-solving axiology and critical axiology in part, has flexibly extended its ontology and epistemology. A researchers axiology can modify a relation between an object(reality) and a subject(researcher), ontology, and their view of knowledge in reality, epistemology. This study disputes that the Offensive Realisms axiology has broadened its ontological mind-world dualism and epistemological phenomenalism.
