동아시아 청소년의 비판적 시민성 연구

Abstract

본 연구는 국제 시민교육 연구(International Civic and Citizenship Education Study, ICCS) 2009의 전체 조사 자료와 아시아 지역 조사 자료를 활용하여 한국, 대만, 홍콩에서의 비판적 시민성의 출현 여부와 특성을 분석하였다. 비판적 시민성에 관한 경험 연구들은 주로 서구 사회의 성인을 대상으로 이뤄져 왔다. 학교 교육을 통해 비판적 시민을 양성해야 한다는 문제의식은 공유되고 있음에도, 동아시아 지역의 청소년들의 비판적 시민성에 관한 경험 연구는 많이 이뤄지지 않았다. 더불어 동아시아 지역을 대상으로 하는 정치문화 연구들이 주로 문화주의 대 구조주의라는 이분법적 틀을 활용하고 있어, 동아시아 사회 청소년들의 행위주체성에 대해서는 제한된 관심이 주어져왔다. 본 연구에서는 이러한 선행연구의 공백을 고려하여, 한국, 대만, 홍콩 청소년들의 비판적 시민성을 청소년 행동주의의 부상의 맥락에서 검토하고자 하였다. 본 연구의 질문을 다루기 위해서는 비판적 시민성을 나타내는 변수들의 평균적 경향성과 관계가 아닌, 개인이 관련 변수를 조합하는 양상을 파악해야 한다. 이에 따라 본 연구에서는 잠재 프로파일 분석(Latent Profile Analysis)을 실시하였다. 선행 연구를 바탕으로 비판적 시민을 현실에 대해 비판적으로 인식하며 개입의사를 가진 시민으로 정의하였으며, 이를 토대로 비판적 시민을 권위주의 체제 지지는 낮고, 민주주의 가치에 대한 지지는 높으나, 정치적 신뢰는 낮으며, 동시에 정치적 관심과 참여 의사는 높은 시민으로 조작적으로 정의하였다. 연구 결과, 한국의 청소년들에게서 비판적 시민성이 확인되었다. 더불어 비판적 시민 유형은 정치 참여 의사에 따라 내적으로 분화하는 양상을 보이며, 일부는 선거 참여에 대해, 다른 일부는 저항 참여에 대한 선호를 보였다. 이 결과를 토대로 본 연구에서는 비판적 시민성 연구를 동아시아의 청소년의 범위로 확장할 수 있음을 확인하였다. 더불어 비판적 시민이 민주주의 사회에서 갖는 의미에 대한 논쟁에서 절충주의적 입장을 지지하였다. 이와 함께 본 연구에서는 동아시아의 정치문화를 연구하는데 주로 활용되었던 문화주의 접근과 구조주의 접근의 이분법적 구도를 넘어 청소년들의 행위주체성에 주목하고자 하였다. 이를 바탕으로 청소년들에 대한 부정적 가정에 반박하며, 청소년들의 시민권을 보편적 시민권(universal citizenship)과 차별적 시민권(differentiated citizenship)에 따라 다르게 이해할 수 있음을 제시하였다. 최종적으로는 차별적 시민권의 관점에서 청소년들의 비판적 시민성을 시민교육에서 반영하고 확장하기 위한 방향성을 제시하였다.

The aim of this study is to explore the patterns of critical citizenship in East Asia, especially profiles of adolescents. Previous research on critical citizenship mostly focused on adult citizens in Western society. Studies on adolescents of East Asia are scarce so little is known about whether East Asian youth are critical citizens and what is their implications on East Asian society and citizenship education. Also, previous works on political culture of East Asia mostly used the dichotomic framework - culturalist versus structuralist. In doing so, the rise of youth activism in East Asia got little attention. To fill this gap, This study defined the critical citizens as dissatisfied democrats, who also have a will to intervene in the political reality and examined whether profiles of critical citizens can be found among East Asian youth, using Latent Profile Analysis. I used 2009 International Civics and Citizenship Education Survey(ICCS) data from South Korea, Taiwan, and Hong kong. My Latent profile analysis identifies profiles of critical citizenship in East Asia. Especially in Korea, youth critical citizens showed a substantial will to engage in both electoral and protest participation. This finding suggests there needs to be more attention to the agency of adolescents in East Asia beyond the cultural and structural approach. In the light of these findings, implications for youth citizenship research and moral education are discussed.
