고속도로 터널 내 차로변경이 교통흐름에 미치는 영향 연구

Abstract

본 연구는 고속도로 터널 내 차로변경이 교통흐름에 미치는 영향을 분석하여 현재 혼용해서 운용중인 차로변경 허용/금지에 대한 앞으로의 정책 추진방향에 대한 논의를 하는데 목적이 있다. 우리나라는 국토의 70%가 산악지로 이루어져 있어 도로를 건설하면 불가피하게 터널을 설치하여야 하고, 이에 따라 터널의 개소수가 증가하고 있고 장대화되고 있는 추세이다. 터널 내 차로변경이 불가하게 실선으로 운영되어 왔으나 2016년부터 장대터널 및 터널연속구간에 주행성 향상 측면에서 터널 내 차로변경을 허용해 주고 있다. 그러나 사고가 많이 발생하는 터널은 터널 내 차로변경 적발시스템을 설치하여 차로변경을 강력하게 제재하고 있는 실정이다. 이런 정책은 운전자들에게 혼란을 야기할 수 있다. 그래서 두 가지 정책이 통행속도와 교통사고 발생률에 어떠한 영향을 미치는지 실증적인 효과 분석을 시행하였다. 먼저 일반적인 터널 내 차로변경을 허용하면 통행속도는 증가하지 않으며, 교통사고 발생률에도 영향을 미치지 않는 것으로 나타났다. 이는 차로변경은 허용하면 통행속도가 증가하는 결과로 이어져야 하지만 해당구간에 적용되어 있는 구간단속 카메라의 영향과 함께 운전자들의 인지도 등에 기인한다고 할 수 있겠다. 그리고 터널 내 차로변경 허용은 교통사고 발생률에는 영향을 미치지 못했으며, 교통사고에 큰 연관성이 없음을 입증하는 결과라고 할 수 있겠다. 이러한 결과 및 외국의 사례를 토대로 일반적인 터널의 경우 터널 내 차로변경 허용 정책을 적극적으로 추진하여 고속도로 주행환경을 개선할 필요가 있어 보인다. 다음으로 교통사고가 많이 발생하는 터널 내 차로변경 금지 단속은 통행속도에 영향을 미치지 않으며, 교통사고 발생률을 감소시키는 것으로 나타났다. 터널 내 통행속도는 차로변경 금지보다 터널연장, 교통량, 종단경사에 의한 영향이 있는 것으로 나타났으며, 교통사고 발생률을 낮추기 위해서는 터널 내 차로변경 금지 단속이 효과가 있다고 할 수 있겠다. 이러한 결과에 따라 교통사고가 많이 발생하는 터널에 한정적으로 터널 내 차로변경 금지 단속 정책도 지속적으로 추진할 필요가 있다. 따라서 본 연구의 결과를 정리하면 고속도로 터널에 차로변경 허용 정책을 우선적으로 검토하여 적용하고, 운영 중 교통사고가 많이 발생하는 터널에 한정적으로 차로변경 금지 단속 정책을 추진하는 것이 적절해 보인다.

The purpose of this study is to analyze the effect of lane change in highway tunnels on traffic flow and to discuss the future direction of lane change policy that is currently being mixed and operated. In Korea, 70% of the country's land is made up of mountainous areas, so tunnels must be installed when roads are built, and accordingly, the number of tunnels is increasing and increasing. Although solid lines have been operated to prevent lane changes in the tunnel, they have been allowed to change lanes in the tunnel in terms of improving mileage in the pole tunnel and continuous sections of the tunnel since 2016. However, in tunnels where many accidents occur, a lane change detection system is installed in the tunnel to strongly crack down on lane changes. This policy can cause confusion for drivers. Therefore, an empirical effect analysis was conducted on how the two policies affect the traffic speed and the incidence of traffic accidents. First, it was found that allowing a lane change in a general tunnel does not increase the traffic speed and does not affect the rate of traffic accidents. This is due to the influence of the section speed control camera applied to the section and the recognition of drivers, although allowing lane changes should lead to an increase in traffic speed. In addition, the permission to change lanes in the tunnel did not affect the rate of traffic accidents, and it can be said to be a result of proving that there is no significant connection to traffic accidents. Based on these results and foreign cases, in the case of general tunnels, it is necessary to improve the highway driving environment by actively promoting the policy to allow lane change in tunnels. Next, it was found that the crackdown on prohibiting lane changes in tunnels where traffic accidents occur a lot does not affect the speed of traffic and reduces the rate of traffic accidents. he speed of traffic in the tunnel was found to be affected by tunnel extension, traffic volume, and longitudinal slope rather than prohibiting lane change, and it can be said that the crackdown on lane change in the tunnel is effective to reduce the rate of traffic accidents. According to these results, it is necessary to continuously implement a policy to prohibit lane change in tunnels only for tunnels where many traffic accidents occur. Therefore, summarizing the results of this study, it seems appropriate to first review and apply the policy to allow lane change in highway tunnels, and to implement a policy to restrict lane change to tunnels where traffic accidents occur frequently during operation. Finally, once the policy is established and implemented, it cannot be easily changed, and it has a great influence on the lives and quality of the people, so it is considered necessary to take a careful approach and review
