21세기 미중 패권 경쟁과 한국 안보 연구의 과제와 역할

Abstract

최근 미국 학계의 21세기 안보연구는 중국의 부상에 따른 세력 전이와 이것이 초래하는 미중 패권경쟁에 대한 다양한 이론적 개념적 연구가 진행되고 있다. 국제질서에서 힘의 구조적 변화에 따른 국가 간 위상의 변화를 둘러싼 갈등과 조정, 그리고 이를 분석하기 위한 사회정체성 이론의 적용 등이 그것이다. 동시에 전통적인 안보연구에서 중심을 이루던 국가 행위자와 더불어 새로운 국제안보의 중요한 행위자로 비국가 행위자에 대한 연구도 새로이 주목을 받고 있다. 냉전이후 수많은 분쟁이 국가 간 보다는 다양한 비 국가 행위자에 의해 주도되고 있는 현실을 반영한다. 한편 4차 산업혁명으로 촉발된 새로운 군사기술이 전쟁의 양상과 수단을 혁명적으로 바꿀 수 있는 가능성에 대한 관심도 날로 증가하고 있다. 사이버 안보의 중요성과 관련 기술, 전략에 대한 새로운 관심이 그 좋은 예이다. 이러한 미국의 21세기 안보연구는 한반도를 중심으로 미중패권경쟁이 격화되는 가운데, 북핵과 더불어 한미동맹의 근본적 변화, 4차 산업혁명 기술의 발전을 동시에 겪고 있는 한국의 안보연구에도 중요한 과제를 제기한다. 미중패권경쟁과 신군사혁신에 대한 연구뿐 아니라이들에 대한 한국의 독자적인 접근과 해석을 토대로 21세기 한반도 안보문제 해결을 위한 우리 스스로의 창조적인 연구를 수행할 새로운 책임이 그것이다.

Recent research trends in the US security studies tend to focus on theory and conceptual analysis of power transition and rivalry between the US and rising China. Using social identity theory, they discuss conflicts, tension, and coordination regarding the issue of status, reputation, legitimacy in international relations. At the same time, some others focus on new dynamics between nation and non-nation actors in security problem in 21st century. Another research deals with new military technology and revolution in military affairs driven by the 4th industrial technology. Rise of cyber space and its related technology and strategic dilemma represent the new era of security study. Such new trends in security studies suggest the same issues will be an important topic for the Korean Peninsula situation where the US-China rivalry, 4th industrial revolution, alliance transformation and North Korean nuclear issue are causing profound security challenges for the region. The security studies in South Korea need to come up with its own independent approach and analysis to those issues in order to provide creative solutions for solving outstanding security problem on the Korean Peninsula.
