가족에게서 멀어져 살아간다는 것: 교육정책의 변화가 장애 아이들의 사회적 삶에 미치는 영향

Abstract

연구목적: 이 연구는 분리되어 이루어지는 교육이 장애 아이들의 가족과 사회관계에 어떠한 영향을 주고 있는지 알아보는 것을 목적으로 한다. 이에 따라 장애인들의 교육을 구성하는 환경과 그들의 교육 선택에 대한 경험은 무엇이고, 이것이 가족과의 삶과 사회관계에 어떠한 영향을 주는지 탐구하였다. 연구방법: 이 연구는 1950년대, 1970년대, 1990년대에 각 세대별로 태어난 참여자를 4명씩 선정하였으며, 의미에 따른 범주화 과정을 거쳐 다음과 같은 결과가 도출되었다. 연구결과: 첫 번째 세대의 경우, 의학적 권위를 수용함으로써 장애 아이들의 교육에 대한 제도적 분리가 이루어진다. 그러나 이것은 일반학교 진학에 대한 부모의 지지와 같은 모습에 의해 약화되는 경향을 보인다. 두 번째 세대의 경우, 장애 아이들의 교육보다 손상 또는 건강 상태에 대해 강조하는 것은 특수학교 배치에 대한 결정을 하는 과정에 분명하게 나타난다. 가족과 사회로부터 분리되지 않도록 옹호해주는 부모의 이야기는 이전 세대와는 다르게 중간 세대에서 거의 나타나지 않는다. 세 번째 세대의 경우, 통합교육의 정책적 수사가 지속됨에도 불구하고, 여전히 분리교육이 지속되고 있음을 알 수 있다. 또한, 장애 아이들에 대한 보호를 통한 구속의 형태가 이전 세대들과 마찬가지로 여전히 장애 아이들의 사회관계에 영향을 주고 있으며, 이러한 지원과 감시의 매커니즘이 현재는 보다 개인적인 방식으로 이루어지고 있는 흔적을 발견할 수 있다. 결론: 이 연구는 분리된 학교(특히 기숙학교)로 인한 사회적 흉터가 전 세대에 걸쳐 분명하게 나타나는 것을 보여준다. 따라서 교육정책이 장애 아이들의 통합과 분리에 어떠한 영향을 주고 있는지에 대한 논쟁을 넘어, 공적인 정책이 개인의 삶을 형성하는 방식에 대한 연구가 더 많이 이루어져야 할 것이다.

Purpose: The purpose of this study was to identify the effects of segregated education on families and the social relationships of children with disabilities. Method: This study was based on an analysis of the qualitative data of 12 people from a wider research project of people with physical disabilities. Results: In the first generation, systematic segregation occurred through the acceptance of medical authority, but this seemed to weaken due to the parents insistence that the children enter mainstream schools. In the generation from the 1970s, the childs health condition was clearly emphasized, more so than their education, as shown in the process of the children being placed in special schools. In the 1990s generation, segregated education continued despite the continuing rhetoric of inclusive education. Conclusion: This study showed that social scars caused by segregated schools (especially boarding schools) clearly have existed in all generations of children with disabilities.
