성평등 보도의 개념화와 실천

Abstract

본 연구는 미투 운동 이후 본격화한 성평등 보도가 그 익숙한 명칭에 비해 현장 기자들 사이에선 정확한 개념이 공유되지 못한 채 혼선을 빚고 있다는 문제의식에서 출발한다. 실천의 방법론을 찾기 위해 따져보아야 할 개념들에 대해 깊이 있게 접근하지 않았던 것이 지속적으로 소통의 오류를 낳고 있다. 이런 가운데 기존 젠더 보도에서 객관성(objectivity)의 이름으로 이야기되어진 것들이 여성의 입장과 경험을 배제한 것임을 인식하고, 이를 바꾸려는 흐름이 일부 여성기자들 사이에서 시작됐다. 본 논문은 국내 성평등 저널리즘의 일종의 개척자(pioneer)들로 볼 수 있는 이들 기자들을 심층 인터뷰하는 방식으로 성평등 보도의 현실과 과제를 밝혔다. 성평등 보도에 주력하고 있는 기자들은 성평등 보도가 여성을 대상으로 하며, 그것의 실천이 소수자와 약자 권리 옹호의 일환인 것으로 인식하고 있었다. 미투 운동 이후에도 기자들에게 성폭력 보도는 여전히 성평등 저널리즘 실천에 있어 논쟁적인 장(場)으로 위치했다. 성평등 보도는 형식적 객관주의가 내세우는 원칙과 일상적으로 충돌하고 있었으며, 객관성을 어느 쪽의 입장도 지지하지 않는다는 불편부당(impartiality)의 의미로 해석하는 뉴스룸의 관행은 젠더 전담 인력들로 하여금 비전문적이라는 의심을 받게 하는 현실로 이어졌다. 형식적 객관주의와 그것을 경계하려는 페미니즘 저널리즘의 윤리 간의 충돌이 가시화되는 가운데, 일부 기자들은 스스로 형식적 객관주의의 대안이 될 만한 방법들은 찾는 모습도 관찰됐다. 젠더 이슈에 주목하는 기자들은 변화하는 언론 환경에서 반페미니즘 정서 구조와 관련해서도 도전받고 있었다. 사명감을 갖고 성평등 보도 실천에 노력하는 기자 개인들은 대중의 온라인 공격과 같은 폭력의 상황에 노출되기 십상인데, 동시에 자신의 기사가 학계와 페미니스트들에게도 환영받지 못한다고 느꼈다. 일부 언론사들이 운영 중인 젠더데스크 제도는 기자 개인의 커리어와 어떻게 결합할 것인지 등 지속가능성에 대한 논의가 시작된 상태였다. 뉴스룸 내 여성 보직자 수 증대라는 원칙의 실현이 실제 어떻게 보도의 다양성과 성평등 저널리즘 실천으로 이어질 수 있을지에 대한 구체적인 고민도 진행 중이다. 성평등 같은 가치 지향적 개념이자 선언의 구호로 사용되어오던 용어를 구체적인 실천의 목표로 전환하기 위해선 공론화가 수반돼야 한다. 그것이 저널리즘 영역에서 취재와 기사 작성 등의 실무를 통해 구현돼야 하기에 더욱더 다양한 층위의 고민과 상황을 반영한 전문적인 논의가 필요할 것이다.

This study commences with an acknowledgement of the problem that the news reports on gender equality issues that have been carried out in full swing since the Me Too movement are causing confusion among the reporters in the field, because of the fact that while it has become a familiar concept, precisely what it means by reporting these issues is still not being understood or shared properly. The lack of in-depth approach to the concepts to be considered in order to find the methodology of practice continues to lead to errors in communication. In the meantime, in recognition of the fact that many stories that have been narrated in the name of objectivity in the reports on gender issues are the ones that do not take the position and experiences of women into consideration, a trend to make changes about this has emerged among some female journalists. This study revealed the reality and challenges of gender equality reporting by conducting in-depth interviews with these reporters, who are regarded as 'pioneers' in reporting gender equality issues in Korea. The reporters who focus on gender issues recognize that women are the subjects of the reports on gender equality issues, and they regard this practice of reporting as a way of preserving the rights of the minorities and the weak. Even after the Me Too movement, to many reporters, reports on sexual violence are still considered a controversial field in the realm of journalism where reporters strive to achieve gender equality. Also, reports on gender equality issues have ordinarily been in conflict with the principle that is put forward by the philosophy of objectivism in its formal sense; while the customary practice in the newsroom, where objectivism is interpreted to mean impartiality whereby it would not take any sides, has created suspicions about the lack of expertise of the workforce whom are in charge of reporting gender issues. Amid the visible conflict between formal objectivism and the ethics of feminist journalism to be wary of it, some reporters were also observed looking for alternatives to formal objectivism on their own. The reporters who focus on gender issues are also facing challenges in regards to the structural forms of the anti-feminism sentiment in a changing media environment. The reporters who, with a sense of duty, are respectively making efforts to conduct a fair report on gender equality issues are easy to be exposed to violent situations such as online attacks by the public. At the same time, they feel that their reports are not welcomed by academia as well as feminists. Through the system of the Gender Desk, which is established and managed by some news organizations, the discussion has begun about the sustainability of this system, including how a career of an individual reporter can be integrated with the Gender Desk initiative, and so on. While there is a principle which is that it is necessary to secure more female appointments to positions of leadership, a specific discussion has also begun about how achieving such goal shall lead to enrich the diversity in how news is reported and to encourage the practice of journalism that promotes gender equality. Since gender equality is a value-oriented concept and also has served a declaratory purpose as a slogan, in order to turn this concept into a specific goal for which action can be taken, it is necessary that considerable discussions will have to be accompanied. In addition, since this goal is required to be accomplished in the field of journalism through the actual practice of collecting information and writing articles, it is also necessary to continue a professional discussion where much more diverse dimensions of things and circumstances are being reflected.
