공공기관의 사회적책임활동이 조직성과에 미치는 영향 연구

Abstract

본 연구는 사회적 책임 활동과 조직성과 간의 인과관계 규명을 통해 공익성과 수익성을 동시에 추구해야 하는 공공기관들의 조직성과를 제고함과 더불어 지속가능경영의 일환에서 사회적책임활동(CSR)을 전략적으로 추진해야 함에 대한 증거제시에 구체적인 연구목적이 있다. 설정된 연구목적을 성취하기 위해 본 연구에서는 2018∼2020년 까지의 3년간 경영실적평가 과정에서 단독 지표로서 사회적가치구현 항목을 평가받은 168개 공공기관의 관련 평가결과들을 대상으로 빈도분석(frequency analysis), 기술통계 분석(descriptive statistics analysis), 독립표본 t 검정(independent sample t-test), 상관분석(correlation analysis), 다중회귀분석(multiple regression analysis)을 시행하여 다음과 같은 결과를 도출하였다. 첫째, 자산규모(Size), 부채비율(Lev), 기관정원(Labor), 기관연령(Age), 기관유형(Type) 등과 같은 공공기관들이 가진 일반적 특성에 따라 사회적책임활동(사회적가치구현, CSR), 재무성과(총자산순이익률, ROA), 비재무성과(고객만족도, PCSI), 종합성과(경영평가점수, ME) 수준의 차이가 있음을 확인하였다. 둘째, 공공기관의 사회적책임활동(CSR)은 자산규모(Size), 부채비율(Lev), 기관정원(Labor), 기관연령(Age), 기관유형(Type) 등을 통제한 상황에서 종합성과(ME) 즉, 경영평가점수에 긍정적인 영향을 미치고 있음을 규명하였다.

The purpose of this study is to enhance the organizational performance of public institutions that must pursue public interest and profitability at the same time by identifying the causal relationship between social responsibility activities and organizational performance. In order to achieve the established research objectives, this study conducted frequency analysis, descriptive statistics analysis, independent sample-testing, correlation analysis and multiple regression analysis on 128 public institutions that were evaluated as sole indicators during the three-year management performance evaluation process from 2018 to 2020. First, differences in social responsibility activities (Social Value Implementation, CSR), financial performance (Return On Asset, ROA), non-financial performance (Public-service Customer Satisfaction Index, PCSI), comprehensive performance (Performance Evaluation On Public Institutions, ME) were identified according to the general characteristics of public institutions such as asset size, debt ratio (Labor), age, and type. Second, it was found that public institutions' social responsibility activities (CSR) have a positive effect on overall performance (ME), that is, management evaluation scores, in the context of controlling asset size, debt ratio (Lev), institutional quota (Labor), institutional age (Age), and institutional type (Type).
