재건촌 생창리의 형성과 마을 정체성의 변화: 생태마을과 김화 노스탤지어 사이에서

Abstract

이 글은 철원군 김화읍에 속해 있는 재건촌 생창리의 조성과정과 이후의 사회변동에 관한 사회사적 연구이다. 생창리는 정부의 전략촌 조성계획에 따라 1970년 향군촌으로 출발한 이래 1979년 취락구조 개선사업, 1980년대 토지 소유권 분쟁을 거치면서 많은 변화를 겪었다. 2013년 DMZ 생태평화공원이 생창리에 조성되었고, 최근에는 잃어버린 마을 김화이야기관이 만들어졌다. 철원의 전략촌 중 생창리는 과거의 김화읍에 소재하고 있기 때문에, 과거의 철원읍과 가까운 장소에 위치한 대마리와 좋은 비교대상이 된다. 향군촌으로 출발하여 생태마을이 된 것은 두 마을이 유사하지만, 이런 변화의 주체와 성격은 상당한 차이가 있다. 생창리는 김화이야기관을 통하여 과거의 김화군의 역사를 대변하는 상징적 장소로 재구성되고 있다. 이런 현상은 접경지역에서 전쟁의 상흔을 치유하는데 60여 년의 시간이 필요했음을 말해주고 있으나, 주민들의 전쟁경험이 재현되지 않은 채 여전히 침묵의 세계에 남겨져 있다는 점에서 그 치유는 아직 충분하지 않다고 할 수 있다.

This paper is a social-history of a re-constructed village at Saengchang-ri in Gimhwa-eup, 1970 in the context of making process and social change. This has been started as a veterans village by the state policy, and transformed through the rural village improvement project, 1979 and the land ownership conflicts in 1980s. In 2013 DMZ Eco-Peace Park was built there, and Story House of Gimhwa as Lost Village followed recently. Among the re-constructed villages ofCheorwon-gun, transition of Saengchang-ri located in Gimhwa-eup of the past can be a good comparison to Daema-ri located close to Cheorwon-eup of the past. They are similar in respect that they both started as a veterans village and later became a eco-town, but leading subjects and natures of the changes there are quite different. Saengchang-ri has been reorganized as a symbolic space representing a history of old Gimhwa-gun through the Story House. This phenomenon tells that it took about 60 years for the scars of the war to be healed, but the healing is not enough in that the experiences of the residents during the Korean War left in silence, without being represented faithfully.
