이좌영과 재일 한국인 정치범 구원 운동

Abstract

1970년대 이후 간첩 사건 특히 조작 의혹이 제기되는 사건에서는 일본 관련 인물의 비중이 높았다. 공안 기구들이 조작 간첩을 양산하는 가운데 누구보다 쉽게 재일 한인들이 간첩으로 몰린 것이다. 이 글에서는 1974년 3월에 중앙정보부가 발표한 울릉도 간첩단 사건에서 주모자로 지목된 재일 한인 이좌영에 초점을 맞춰, 그가 중심이 된 재일 한국인 정치범 구원 운동의 전개 과정과 성격을 분석했다. 이좌영은 자신이 조선총련의 공작원이라는 중앙정보부의 발표를 부인하고, 재일 한국인 정치범 구원 운동을 벌였다. 이 운동은 가족과 지인에 대한 석방 요구를 넘어 한국의 민주화와 통일을 위한 실천으로 발전한다. 한국의 민주화 이후 재일 한국인 정치범은 석방되고, 많은 이들이 재심을 통해 무죄 판결을 받았다. 그러나 이좌영을 비롯한 재일 한국인 정치범 구원 운동은 아직 정당한 역사의 평가를 받지 못하고 있다. 한국, 일본, 세계를 무대로 전개된 재일 한국인 정치범 구원 운동을 한국 민주화 운동으로서 자리매김할 필요가 있다.

Since the 1970s, the proportion of spies related to Japan has been high, especially in cases where suspicions of manipulation have been raised. While public security organizations were manipulating spies, Koreans-in-Japan have been driven to spies more easily than anyone else. In this article, I analyzed the Korean-in-Japan political prisoner rescue campaign, focusing on Lee Jwa-young, a Korean-in-Japan who was pointed out as the mastermind of the Ulleungdo spy incident by the Korean Central Intelligence Agency in March 1974. First of all, it is hard to find evidence that Lee Jwa-young was an agent of the General Association of Korean Residents which supports North Korea. Lee Jwa-young campaigned to save Korean-in-Japan political prisoners in South Korea. The campaign went beyond demanding the release of family members and acquaintances and developed into a practice for democratization and unification of Korea. Since South Korea was democratized, Korean- in-Japan political prisoners were released, and many were acquitted through retrial. However, the Korean-in-Japan political prisoner rescue campaign in Japan, including Lee Jwa-young, has not yet received a fair evaluation of its history. It is necessary to acknowledged the Korean-in-Japan political prisoner rescue campaign as a democratization movement for South Korea.
