혁명 원조에서 특구 건설로―시아누크빌을 통해 본 아시아 냉전의 역설

Abstract

일대일로의 한 축 21세기 해상 실크로드의 거점 도시인 시아누크빌을 중심으로 중국-캄보디아의 협력관계가 크게 강화되고 있다. 가공할 규모의 중국 자본이 시아누크빌로 몰려드는 지금의 상황은 냉전시대를 상기시킨다. 크메르 루즈 집권 시기 시아누크빌은 캄보디아 공산당에 대한 중국의 원조 물자가 들어오는 중심 통로였다. 자국민에 대한 유례 없는 대학살을 자행한 크메르 루즈 정권을 중국이 지원했다는 사실보다 더 문제적인 것은 그에 대한 진지한 규명과 반성을 생략한 채 해상실크로드를 타고 양국간의 전면적 협력관계가 재가동되고 있는 점이다. 중국의 크메르 루즈 원조는 마오의 혁명이론이자 그 세계혁명으로의 확장인 삼개세계론의 이론적 자장 안에 있었으며, 궁극적으로 미소대결에 미중대결 그리고 중소 및 중베 갈등이 착종하면서 이념 대결이라는 냉전의 기본 논리를 넘어서는 복잡한 역관계가 공존하는 아시아 냉전의 중층적 심급 위에서 벌어진 사건이었다. 1960년대 중국과 함께 아시아 비동맹주의의 정신적 유산을 함께 나눈 시아누크의 이름이 킬링필드라는 핏빛 굴절을 거친 훈 센 정권에 의해 시아누크빌경제특구로 돌아오는 지금의 상황은 일대일로의 장밋빛 도면 아래 묻혀 있는 아시아 냉전의 지도를 다시 불러내어 재해독할 것을 요구한다.

Sihanoukville, a nucleus city of the 21st Maritime Silkroad for the Belt and Road Initiative, exemplifies the strong cooperation between China and Cambodia. The formidable scale of Chinese capital flooding into Sihanoukville is reminiscent of the Cold War, as Sihanoukville was the principal port where Chinese aid for the Khmer Rouge arrived in the 1970s. The fact that China assisted the regime that carried out appalling genocide within its own borders remains problematic. Even more troublesome, the two countries have promoted a full-fledged partnership lacking a thorough examination of and reflection on the gruesome past. Notably, Chinas aid for the Khmer Rouge echoed Maos Three Worlds Theory that highlighted Third World solidarity against imperial hegemony. The name of Sihanouk, once a symbol of the shared legacy of the Non-Alignment Movement between China and Cambodia, now returns as the Sihanoukville Special Economic Zone run by the Hun Sen regime that underwent the bloody refraction of the Killing Fields, which obliges us to summon and decipher the Asian Cold War map buried underneath the rosy blueprint of the Maritime Silkroad.
