중등직업교육 비중 확대에 따른 중등직업교육 지원방안 연구

Abstract

이 연구의 목적은 중등직업교육 비중 확대 방향에 따라 중등직업교육 체제 개편을 위한 지원방안을 모색하고 우선적인 지원방안들을 확인하는데 있었다. 이를 위해 14편의 선행연구를 통해 중등직업교육 비중 확대에 따른 중등직업교육 지원방안(안)을 도출하고, 도출된 안에 대해 전문가 검토 및 요구분석을 실시하였다. 이에 따른 주요 결과는 다음과 같다. 첫째, 중등직업교육 비중 확대에 따른 지원방안 영역 도출 결과 9개 영역이 도출되었다. 둘째, 지원방안 영역별 세부 지원방안 도출 결과 총 35개의 세부 지원방안이 도출되었다. 셋째, 중등직업교육 비중 확대에 따른 지원방안 영역에 대한 우선순위를 확인한 결과 법령 개정, 사회적 인식 개선, 재정 확보 관련 방안의 우선순위가 높게 나타났다. 넷째, 중등직업교육 비중 확대에 따른 세부지원방안에 대한 우선순위를 확인한 결과 노동시장 개선, 현장실습생 근로보호 강화, 학급당 학생 수 감축 등의 우선순위가 높게 나타났다. 다섯째, 세부 지원방안에 대한 우선순위 영역 선정 결과, 우선순위가 높은 지원방안에는 주로 중등직업교육에 대한 사회적 인식 개선을 위한 방안과 직업교육 관련 법령 개정을 위한 방안이 포함되는 것으로 나타났다. 이 연구에서는 이러한 연구 결과를 바탕으로 중등직업교육 비중 확대에 따른 중등직업교육 체제 개편을 위한 시사점을 제언하였다. 이 연구는 중등직업교육 비중의 현행수준 유지를 위해 필요한 지원방안을 체제 전반에 걸쳐 다각적으로 제시하였다는 점과, 실제 중등직업교육 주체인 이해관계자들의 의견을 포괄적으로 반영하여 우선순위를 확인하였다는 점에서 의의를 갖는다.

The purpose of this study was to find out support plans on secondary level vocational education with the change of secondary level vocational education size, and figure out prior plans. To achieve the purpose of this study, content analysis on 14 studies were conducted to deduct support plans, then experts review and need analysis of support plans were conducted. The results of this study are as follows. First, 9 domains of support plans were deducted. Second, 35 particular support plans were deducted. Third, support plans about statute revision, improvement of social awareness, and security of finance were selected as prior domain of support plans. Fourth, support plans about improvement of labor market, reinforcement of protection for students in field study, reduction of students per class were selected as prior particular support plans. Fifth, the top priority of support plans included improvement of social awareness and statute revision about vocational education. Considering the result of this study, some suggestions for successful secondary level vocational education system reform were proposed. This study would be meaningful founding to suggest support plans which are necessary to maintain secondary level vocational education size as current level in multilateral ways, and to propose priority of support plans with comprehensive reflection of stakeholders suggestions.
