설문조사 방식에 따른 비표본오차에 관한 연구 - TAPI와 PAPI 조사방식의 비교를 중심으로

Abstract

인터넷과 테블릿 PC 등 새로운 설문조사 도구의 활용이 늘어나면서, 설문조사 도구의 선택이 연구결과에 영향을 미치는지에 대한 의구심이 증대되고 있다. 본 연구는 종이설문지 방식(PAPI)과 테블릿 PC 방식(TAPI)을 함께 사용한 공무원 인식조사를 통해, 응답결과에 차이가 존재하는지를 분석하였다. 분석결과, 첫째, 거의 모든 문항에서 설문조사 방식에 따른 개별 문항의 응답결과에 통계적인 차이가 없었다. 둘째, 응답자의 개인특성을 통제한 회귀분석의 결과도 대부분의 모형에서 설문조사방식의 회귀계수는 통계적으로 유의미하지 않은 것으로 나타났다. 셋째, 분류나무분석 결과에서도 설문문항 중 어떠한 변수도 설문조사방식을 예측하는데 유효하지 않음을 확인하였다. 기존의 종이설문 방식과 새로운 기술기반 설문조사 방식 간에 통계적으로 유의미한 응답의 차이를 찾을 수 없다는 본 연구 결과는 새로운 설문조사 도구의 적극적 활용가능성을 보여준다. 이러한 결과는 상대적으로 낮은 조사비용, 무작위 질문구성을 비롯한 다양한 설문방식의 구현 가능성, 디지털 세대의 높은 친근감 등의 특성을 가진 설문조사 도구인 기술기반의 TAPI나 CAPI와 같은 효율적인 조사도구를 행정학 연구에 적극적으로 활용할 필요가 있음을 보여준다.

Along with the development of diverse survey methods adopting information technology, many express concern that the choice of survey methods can affect responses, and tend to support the tradition paper-based survey. This study examined the difference of response results between PAPI and TAPI using 「public officials' survey on public sector performance」 comprehensively covering public officials in Korea. Our major finding suggests that there is no systematic difference between two methods even though we performed the comparison using simple two-group t-test, multiple regression, and regression decision tree. The finding is highly consistent regardless of the contents, scale, or dimension reduction of questionaires. Hence we conclude that TAPI shows high potential as an alternative PAPI which is costly and inconvenient.
