Abstract
Housing redevelopment accompanied by overall neighborhood clearance and removal has been popular methods in improving deteriorated old residential areas in Korea. Recently, however, critical issues such as dismantlement of existing communities, loss of affordable housing stocks, and provision of monotonous housing forms and urban landscapes have been widely recognized as negative results of the total redevelopment. As alternatives, housing improvement projects respecting the existing fabrics of the neighborhood and participatory community planning approaches became more significant than before. The goal of this paper is to explore another alternative for improving old residentail neighborhood through Urban Landscape Agreements, a brand-new approach based on the 2007 Landscpae Law. The site is Joong-Gok 4 Dong in Gwangjin-gu, one of the model cases of the Design Seoul Village Project. Through the process of morphological study of housing clusters, interviews with residents, design workshops, public hearings, and expert meetings, diverse suggestions on the neighborhood improvements are proposed, and expert meetings, diverse suggestion on the neighborhood improvements are proposed, some of which would be carried out in 2010. In this study, two of them are investigated in-depth first, subdivided small-scale clusters by housing types and forms of the village could work as desirable bases to draw residents' agreements and design elements; second, the method of participatory process considered from residents' positions need to be designed third, illegal obstructed the improvements would be approached institutionally to make the project effective.
