Strategic Necessity of ESG implementation in Southeast Asia

Abstract

This research examines the strategic necessity of Environmental, Social, and Governance (ESG) implementation in five Southeast Asian countries: Malaysia, Thailand, Vietnam, Indonesia, and the Philippines, with a particular focus on environmental standards. While ESG encompasses multiple dimensions, this study specifically analyzes environmental aspects, given their critical importance to the region's economic sustainability. Through comprehensive analysis of their economic structure, environmental vulnerabilities, and global market trends, this study demonstrates that ESG implementation, particularly in environmental aspects, is not merely an environmental imperative but a strategic necessity for maintaining economic competitiveness. The research identifies key strategic imperatives for Southeast Asian economies. The transition from brown industries emerges as both an environmental necessity and economic opportunity, with green investments demonstrating significantly higher employment generation potential compared to traditional fossil fuel investments. This transition becomes more urgent given the region's acute climate vulnerability, which necessitates substantial annual investment in climate infrastructure to ensure long-term economic stability. In terms of market performance, ESG implementation offers multiple advantages: it enhances export competitiveness through improved market access and strengthened brand value in global markets, while also demonstrating financial performance enhancement. Moreover, the research reveals that non-compliance with ESG standards poses substantial risks, particularly as major economies implement stricter environmental regulations and trading mechanisms. Based on these findings, this study proposes a differentiated ESG framework that considers multiple dimensions of national capacity: economic development stages, industrial complexity, environmental management capabilities, and financial market development. Through a tier-based relative performance assessment system, this framework enables fair evaluation of ESG progress while maintaining unified global standards. This comprehensive approach offers practical pathways for Southeast Asian nations to implement ESG practices while maintaining their development momentum, contributing to more equitable and meaningful assessment of sustainable development in emerging markets.

말레이시아, 태국, 베트남, 인도네시아, 필리핀 등 동남아시아 5개국의 ESG 이행 중요성을 분석하는 본 연구는 ESG의 환경, 사회, 지배구조 중 지역 경제의지속가능성에 핵심적인 환경적 측면에 초점을 맞추었다. 이들 국가는 수출 주도형 경제성장을 추구하며 탄소 집약적 제조업에 크게 의존해왔다. 그러나 기후변화에 따른 환경적 취약성이 증가하면서 경제발전과 환경보호 사이의 딜레마에 직면해있다. 본 연구는 이들 국가의 경제구조, 환경 취약성, 글로벌 시장 동향을 종합적으로 분석하여 ESG 이행, 특히 환경 측면에서의 이행이 단순한 환경보호를 넘어 경제적 전략의 필수요소임을 입증한다. 이러한 관점에서 동남아시아 경제에서 ESG 이행이 필수적임을 보여주는 전략적 당위성을 다음과 같이 분석하였다. 우선 탄소 집약적 산업에서 친환경 산업으로의 전환은 높은 고용 창출 효과를 보이며 투자 유치를 촉진한다. 또한 자연재해와 해수면 상승 등 기후변화에 취약한 동남아시아 지역의 특성상 ESG 기반 환경 리스크 관리는 경제 안정성 확보에 필수적이다. 더 나아가 ESG 이행은 기업의 수출 경쟁력과 재무성과 향상으로 이어지며, ESG를 중시하는 글로벌 투자자와 소비자가 증가함에 따라 기업 가치 제고에도 긍정적 영향을 미친다. 또한 주요국들이 더욱 엄격한 환경 규제와 거래 메커니즘을 도입함에 따라 ESG 기준 미준수는 상당한 리스크를 초래할 수 있다. 그러나 현재의 ESG 평가 체계는 선진국 중심으로 설계되어 있어 개발도상국에 그대로 적용하기에는 한계가 있다. 이에 따라 본 연구는 경제발전 단계, 산업구조의 복잡성, 환경관리 역량, 금융시장 발전도 등 국가별 다차원적 역량을 고려한 차별화된 ESG 프레임워크를 제안한다. 발전 단계별 상대평가 시스템을 통해 통일된 글로벌 기준을 유지하면서도 공정한 ESG 평가가 가능하도록 설계되었다. 이 포괄적 프레임워크는 동남아시아 국가들이 경제성장을 지속하면서도 ESG 기준을 이행할 수 있는 실질적 방안을 제시한다. 또한 신흥국의 지속가능한 발전을 위한 보다 공정한 ESG 평가 체계를 제공한다는 점에서 의의가 있다.
