The Impacts of Rural Electrification Programs on Health Care Services in Kenyan County Governments

Abstract

이 연구는 케냐의 카운티 정부 내에서 농촌 전력화 프로그램이 보건 서비스에 미치는 영향을 조사하는 데 중점을 두고 있습니다. 본 연구의 두 가지 주요 목적은 첫째, 전력화가 케냐 카운티 정부 내 의료 장비 사용에 미치는 영향을 평가하는 것과 둘째, 공공 보건 시설과 보건 관련 교육 기관의 전력화가 케냐 카운티 정부 내 의료 장비 사용에 미치는 영향을 파악하는 것입니다. 본 연구는 사회적 결정 요인(Social Determinants of Health, SDH) 이론과 변화 이론(Theory of Change)을 적용하여 2023 년 케냐 지역별 데이터를 실증 분석한 결과를 토대로 의미를 도출하고자 합니다. 정부 보고서, 설문 조사, 건강 데이터베이스 등 다양한 자료를 사용하여 보건 결과 및 전력화 배치의 동향을 분석하였습니다. 회귀 분석을 통해 전기 접근이 의료 장비 사용과 어떤 관계가 있는지를 찾아본 결과, 의료 장비 사용은 전력망 연결로 인해 전력이 공급되는 의료 장비와 유의미한 상관관계가 있음을 나타냈습니다. 또한, 공공 보건 시설의 전력화는 케냐 카운티 내 의료 장비의 가용성을 예측하는 중요한 변수로 작용하며, 보건 관련 교육 기관의 전력화 역시 의료 장비의 가용성과 밀접한 관련이 있음을 확인하였습니다. 이러한 연구 결과는 신뢰할 수 있는 전력 접근을 통해 전반적인 보건 서비스 전달을 향상시키는 데 있어 인프라 투자에 대한 중요성을 강조합니다. 향후 정책 입안자들은 공공 보건 시설의 전력화 확대와 전력의 평등한 접근을 촉진하는 동시에, 지속 가능한 보건 인프라 개선과 전력망 연결을 보장하기 위한 경제적 격차 해소에 중점을 두어야 할 것입니다.

The study focuses on examining the impact of rural electrification programs on health services within Kenyan county governments. This study has two objectives: to assess the impact of electrification on the use of medical equipment in Kenyan County Governments and to determine the effect of electrification of public healthcare facilities and health-related educational institutions on the use of medical equipment in Kenyan County Governments. The study applies the Social Determinants of Health (SDH) Theory and the Theory of Change to draw implications from an empirical analysis of Kenyan district-level data for the year 2023. Using various data sources including government reports, surveys and health databases, the study sought to analyze trends in healthcare outcomes and electrification deployment. A regression analysis was conducted find the relationship between access to electricity and medical equipment use, and results indicate that the use of electricity in medical equipment is significantly associated with medical equipment being available due to grid connectivity. Electrification of public health is a significant predictor of medical equipment being available due to grid connectivity in Kenyan counties. Moreover, electrification of health-related colleges is also significantly associated with medical equipment being available due to grid connectivity. These findings point to the critical importance of targeted infrastructure investments in enhancing overall healthcare service delivery through reliable ielectricity access. Moving forward, policymakers should prioritize initiatives that promote equitable access to electricity and enhance electrification efforts in healthcare facilities, while also addressing underlying socio-economic disparities to ensure sustainable improvements in healthcare infrastructure and grid connectivity across Kenyan counties.
