도시 인접 해변의 공공성 발현 양상과 평가

Abstract

본 연구는 현대 도시의 해변을 공공공간으로 재해석하고, 그 공공성이 드러나는 양상을 비교분석하는 것을 목표로 한다. 특히 도시 인접 해변의 개념을 소개하고, 공공성의 관점에서 이를 분석하여 해변을 새로이 조명할 수 있도록 하는 기초연구가 되고자 한다. 연구는 공공성 관련 문헌 고찰을 통한 이론적 이해와, 해변의 물리적 환경에 대한 지식을 건축으로 들여오는 것, 두 가지를 병행하였다. 이를 통해 도시 인접 해변의 공공성을 평가할 수 있는 분석 틀을 개발하고, 이를 국내의 대표적인 도시 인접 해변인 광안리와 해운대 해변에 적용하였다. 분석은 총체로서의 공공성에 영향을 미치는 다양한 요소들—주체, 공익성, 공개성, 접근성을 중심으로 진행하였다. 이를 통해 관찰한 두 해변의 공공성 발현 양상을 비교하고, 둘의 차이가 발생한 원인을 반추하여 보았다. 도시 인접 해변의 물리적 구성에 더해, 그 운영 방식이 공공성의 발현에 영향을 끼치는지를 분석하였다. 연구 결과, 해변의 공공성은 그 지역의 물리적 구성뿐만 아니라, 사회문화적, 제도적 맥락에 따라 크게 변할 수 있음을 확인하였다. 해변의 공공성을 높이기 위해서는 보행로와 호안을 비롯한 도시의 물리적 접근성을 개선하고, 해변을 더 개방적이고 다기능적이며, 모두에게 평등한 공공공간으로 재구조화하는 것이 필요하다. 또한, 사적으로 전유되지 않는 해변을 조성하기 위해서는, 책임있는 공적 주체와 자발적 공민에 의한 지속가능한 관리가 필요한 것으로 사료된다.

The purpose of this study is to reinterpret contemporary urban adjacent seasides as public spaces and conduct a comparative analysis of how their publicness is manifested. Specifically, it introduces the concept of urban-adjacent beaches and seeks to analyze them from the perspective of publicness, offering foundational research that can shed new light on these spaces. The research was conducted through two parallel approaches: a theoretical understanding derived from a review of literature on publicness, and the integration of knowledge on the physical environment of seasides into architectural discourse. This approach led to the development of an analytical framework to evaluate the publicness of urban adjacent seasides, which was applied to two representative urban adjacent seasides in Korea: Gwangalli and Haeundae beaches. The analysis focused on various elements that influence publicness as a whole—agency, public interest, openness, and accessibility. This allowed for a comparison of how publicness manifested at the two seasides and a reflection on the causes of their differences. In addition to the physical composition of urban adjacent seasides, the study also examined how their management practices affect the manifestation of publicness. The findings indicate that the publicness of seasides can vary significantly based on not only their physical composition but also socio-cultural and institutional contexts. To enhance the publicness, it is necessary to improve the physical accessibility of the environment, including boardwalks and revetments, and restructure the beach as a more open, multi-functional, and equitable public space for all. Moreover, to create seasides that are not privately appropriated, sustainable management by responsible public actors and engaged citizens is essential.
