Strategic Choice for Constructing a Coexisting and Codeveloping Industrial Relations

- The purpose of this paper is to present a new point of view to grope a strategic choice which would help construct our conflicting capital and labor relationship into a coexisting and co-developing relationship. The two major theoretic views are the Marx's point of view which looks at the capital and labor relationship and Weber's point of view. one being social strata point of view and another being systematic point of view. In the capitalistic society like today the systematic point of view is mostly taken as granted, and so the labor relationship is considered as a living system. And that is why. to make the relationship grow and develope. it has to continuously try to transform under the basis of the evolutionary process which could be put into these three words variation-selection-retention. That is the capital and labor relationship has to be approached in an evolutionary angle. which contains ecological ground and genealogical point of view. So the diagnosis and the prescription of the relationship must be accurate and fit under the conditions mentioned above to make reasonable formative. and practical strategy, Because in practicing labor policy it is likely to fail if the changes in economic. social. technical environment or the custom and culture are not given any concern. In the ecological environmental perspective the infinite competition in the economic world and technical changes due to globalization, and the open door policy ask labor and labor market flexibility for the enterprises to survive and nation's competitiveness. And if looked in the endogenous genealogical perspective the characteristics of Korean labor relationship three things could be pointed out. Complex Issues, Mixed Values, Dynamical Behavior'. These characteristics are results of accomplishing condensed economic growth which took other advanced countries 100 years or more in just 30 years. In the 21c facing such issues, for advanced Korean labor relationship must attain productive relationship and cooperative relationship. To accomplish these goals proper means must be backed up. And that is why this paper has a meaning. Groping a strategic choice for Korean capital and labor development is needed. And I. in my opinion for productive relationship to be attained cooperative society basis relationship must be constructed in the structural dimension and orderly society relationship' must be established in the competent dimension.
