Abstract
Since 1979, pragmatic reforms to collective bargaining have continued in the private sector in condition of relatively high unemployment Changes have included decentralized bargaining, single table bargaining and new style single union deals. Other employers have moved away from the joint regulation of industrial relations, especially for white collar employees, to personal contracts, performance pay and employee involvement strategies The basis of the shop steward's power and influence up to the 1980's rested on trade union solidarity at the workplace, the scope and depth of collective bargaining, involvement in procedural processes, the existence of full employment, the absence of legal regulation and the declining self-confidence and power of management. During the 1980s this structure and system were first challenged and then largely reversed.
