Korean workers have suffered mass unemployment and severe instability of employment due to both the governmental policy of the neo-liberal internalization and the management of IMF from the end of 1997. Many workers were discharged because of bankruptcy and the structural adjustment including managerial rationalization. Unemployed workers have given their efforts to the several things such as searching new jobs, collective appeal to their management and the government. etc. Their efforts resulted partly in the collectivization and the collective movement. Many civil and social organizations and religious bodies supported them. But unemployed workers' groups have not continuity and strength in substance of unemployment. Therefore their groups need various supports from the other organizations of social movement. especially from the established trade unions. Trade Unions can include the unemployed as their members. But in our country the related law has forbidden the union membership of the unemployed. Unemployed workers' movement must be performed for the followings. First of all, they must build up their unions and fight for the removal of lawful obstacles. Secondly. they must do their best for the acquisition of their social rights. Thirdly. they have to do their movement jointly with another trade unions and CSOs with local solidarity. In conclusion. the new era of the unemployed workers' movement has begun recently in our country. And the possibility of their union organization can be found for the restoration of their rights through their continuous activities.-
