- Skill upgrading strategy is very important factor in improving the productivity at workplace. Many authors and firm's managers have argued that the competitive advantage is determined by employee's skill accumulation. and skill accumulation is determined mostly through skill upgrading strategy of top manager(Koike. 1987. 1994). And human resource management practices play an important role in improving skill upgrading of employees at workplace(MacDuffie. 1995). In this study. I measured the rate of productivity growth of the firm by paper break in the producing process of papers. An empirical analysis of 32 factories in 25 paper and pulp company which included in Korea Paper Manufacturings' Association(KPMA) showed the following results and suggest following implications:
First. from the theoretical viewpoint. in case of uncertainty increased at workplace, the author showed implementing skill upgrading strategy is more effective than down skill strategy. Also I identified that complementary human resource management practice is important factor in improving skill upgrading strategy. Skill upgrading strategy also increased productivity at workplace level. in other words. skill upgrading scores measured in variance occurred at workplace as degree of performing unusual work such as inspections, maintenance. repairing. and treating emergency affairs which system called operator control system. decreased the downtime occurred by paper break in making process at workplace. Therefore. I suggest that decision maker of the company must recognize the importance of worker's skill accumulation, skill upgrading strategy. and implementation of the policy at workshop and corporate level. Second, from the methodological viewpoint, I employed qualitative method as well as quantitative method in this study to examine the uncertainty factors which influence skill upgrading strategy and personnel management practices, and skill upgrading strategy impacting productivity at workplace level. In studying skill strategy, some researchers have recommended factory and workplace level of research to avoid measuring problems occurred in individual level. so in this study I performed factory level of research. Third, from the practical viewpoint. I identified that skill upgrading strategy can increase the productivity of company in this study. I suggest that this strategy is more effective strategy to improve the productivity in Korean paper manufacturing company. Futhermore. firms which were influenced by increasing uncertainty. can select key alternatives to combine the employee' s implicit knowledge with new equipment and technology to increase productivity of company. Finally. human resource manager can design the plan to improve the system of worker' s skill upgrading strategy and to implement it positively. In this study, I suggest that human resource management practices can effect the growth rate of skill upgrading strategy to improve competitive advantage.
