dc.description.abstractThis study investigates how Japans postwar labor movement in the newspaper sector has been normalized and what factors are to be accounted for this. In the early years of the American Occupation, the newspaper management established its editorial prerogative thanks to the Occupations press policy favorable to the management. The absolute position of managements editorial prerogative, however, has been relatively mitigated vis-a-vis the rise of the labors right. I would cal1 this a balance between the editorial right and the labor right in the prevailing managements prerogative, which has marked the normalization of the press labor movement.

In the process of mitigation of the managements prerogative, the press labor have managed to achieve their right to criticize the newspapers editorial policies. Consequently, the newspapers editorial content has been placed for the negotiation between the management and the labor. Furthermore, in the case of a limited number of newspapers, the management and the labor has come to share a collaborative decision in the area of editorial and other matters.

In this sense the postwar change in the relationship between the management and the labor was enormous. But it is not to be overemphasized; the mitigation of the managements absolute prerogative is not tantamount to its relative stronger position vis-a-vis the labor. The majority of the newspapers still maintain the prevailing position editorial prerogative while respecting a range of specified rights for the labor.
