While experiencing unprecedented political turmoil, Indonesia has witnessed a surge of local-level riots. Javanese and Sumatran cities were the first victims of local disturbances, which have had a contagious effect on the outer islands. The purpose of this paper is to look at the riot process in Javanese cities and to search for cultural characteristics expressed in them. After examining common features recent riots and in public explanations of them, I will locate these features in the context of traditional Javanese culture. It will be argued that collective violence which the traditional custom has permitted in certain circumstances provides people with a model for behaviors in the riots. They committed such crimes as robbery, assault and arson with a belief that they would not be legally responsible for these actions, as was the case in collective actions at the village-level. It is expected that this study can provide a more balanced view to appraise the achievements and limitations of recent Islamic resurgence, and the continuing influence of traditional Javanese culture-
