dc.description.abstractIn the German industrial relationship, worker organization consists of a dual structure; one is trade union, the other is works council. While trade unions as industrial well-organized represent a workers interest apart from workplace, works councils are autonomously organized at workplace, but, lacking in the power of collective bargaining including dispute right, etc., have an ambiguous character between management organization and class one. Most of the German industrial relationship is determined by the dynamics among employers, trade unions, and works councils. And the institutionalization of that dynamics is the codetermination. The main provisions of the codetermination include, for examples, an obligatory founding of the works council in all the German companies and worker delegates participation on the supervisory board which has an power of inspection about management. Several case studies on the codetermination say that various outcomes produce too, according to the works council organizer"s political character, the employ"s attitude on the works council, and especially a cooperative relationship between the works council and the trade union.-
