- 1997년 12월 우리나라가 외환부족으로 국가적 부도 위기에 처하면서 우리나라 경제가 극도로 혼란에 빠지게 되었다. 國際通貨基金(International Monetary Fund : IMF)이 國際復興開發銀行(International Bank for Reconstrucrion and Development : IBRD. 보통 世界銀行: the World Bank라고도 함)과 함께 곧바로 한국에 도착하여 IBRD자금을 투입하면서 우리나라는 IMF의 관리 체제로 들어가게 되었다.
