- Abstract
- A peace system on the Korean peninsula draws increasing attention since
the 9·19 joint statement in conclusion of the fourth Six-Party Talks was
issued. The statement was a comprehensive approach which compensates
economic assistance, energy provision, and diplomatic normalization between
North Korea, the U.S., and Japan for North Koreas denuclearization. It also
aimed at the establishment of a peace system on the Korean peninsula and
construction of a multilateral security arrangement in Northeast Asia in order
to solve the North Korean nuclear development problem. Thus, once the
negotiation over the Korean peninsula peace system gets into strides, a
number of issues will be raised and debated regarding peace system and
especially ROK-U.S. alliance.
This paper tries to examine some important issues(the status of the United
Nations Command and Combined Forces Command, strategic flexibility of
the USFK and so on), relating restructuring ROK-U.S. alliance on peace system
perspectives in the Korean peninsula and Northeast Asia. For the purpose
of this, I will evaluate previous debates about peace system on the Korean
peninsula and present the concept of negative and positive peace system.
In this lines, I will examine some important issues relating restructuring ROK-U.S. alliance with consideration of the structural relationship between
the Korean peninsula and Northeast Asia.
