정책 시차와 정책 적정성: PC방 등록제 사례에 대한 시차적 접근

Abstract

시차적 접근은 2002년에 처음 한국에서 논의되기 시작한 이후 현재까지 약 20편의 이론 및 사례 연구가 이루어졌다. 그런데 시차적 접근의 중요한 이론축 중의 하나인 원인변수들의 작동 순서에 따라 결과가 달라지는 정책의 화학적 인과관계에 대해서는 아직까지 적정한 사례 연구가 이루어지지 못하고 있다. 따라서 본 연구에서는 PC방 등록제 정책을 대상으로, 정책의 실행 시차 차이에 의하여 정책효과가 어떻게 달라지게 되었는가를 살펴보았다. 2006년 여름, 바다이야기 사건으로 정부는 사행성 PC방 규제를 위하여 PC방 등록, 사행성 게임 여부에 대한 판단 기준 엄격화, 사행성 게임물 차단 프로그램 설치 의무화, 게임 머니의 현금화 금지 정책 등을 도입하였다. 이 4가지 정책은 원래 서로 시너지 효과를 발생시키는 상승 관계였으나, 정책 실행 시기가 서로 달라지면서 PC방 등록제는 정책 목적, 대상, 효과가 완전히 달라지게 되었다. PC방 등록제 사례는 처음에 서로 상승관계-시너지 효과를 지녔던 원인 변수들이 정책 시행 시점의 차이에 따라 상황적 모순 관계로 변화되는 사례로서, 화학적 인과관계를 설명하는 시차적 접근의 사례로 의의가 있다. The time lag approach has been discussed since its introduction to Korea in 2002. As a result, about 20 studies have been conducted. However, there has been no proper research on the chemical cause and effect relationship of policies,which is one of the important theoretical axes of the time lag approach. Therefore, this article examined how policy effects have varied with timing differences in the case of PC Bang registration. In the summer of 2006, the government adopted a policy of PC Bang registration, strengthening the standard for rating gambling and games of chance and instituted a ban on them. The government also adopted ban on the exchange of game currency for cash. These policies were meant to have a synergistic effect. However, the objective, target, and effect of PC Bang registration changed completely as the timing of execution was different. PC Bang registration is a case where a difference in timing of policy execution changed ascending relations and synergy into contradictory situational relations. This case explains the chemical cause and effect relations and meaningful implications of the time lag approach.
