역대 대통령 국정철학의 변화: 한국행정 60년의 회고와 과제

Abstract

본 연구는 행정사의 입장에서 해방 후 한국행정의 철학이 겪은 시대적 변화를 추적하는데 목적이 있다. 역대 대통령의 집권시기를 중심으로 정리한 바 그 주요 발견점은 다음과 같다. 우선 철학내용의 단순성에서 복잡성으로의 진화경향이 있었다. 단절이 없었을 뿐만 아니라 선후로 인접 대통령과 철학적으로 어느 정도의 중첩성이 있었다. 정치제도적 측면의 민주주의 사상은 김영삼 시기에 완성되고 김대중은 남북화해(즉, 냉전극복)라는 철학적 대전환을 가져왔다. 경제는 박정희 시대에 지상최고의 그리고 유일의 가치였고, 전두환, 노 태우 시기는 이의 연장선에 있었으며 김대중, 노무현 시기에 특히 분배가 강조되었다. 사회면에서는 국가가 국민의 일상적인 활동을 규제하던 것에서 점차로 자유를 증대시키고, 사회 내 다양성을 용인하는 방식으로 발전하였다. 이에 비하여 국정운영 철학은 점진적 진화의 과정을 겪었다고 보기 어렵다. 물론 발전이 있었던 것도 사실이나, 민주행정의 성취는 이뤄지지 못하고, 특히 인사문제의 합리화와 권위주의타파가 미흡했다. This study aims at retracing the trend of philosophical thought manifested during the last 60 years in Korea. The principal questions are what kind of governing philosophy(ies) each President of the Republic had during his term and what has been achieved from a philosophical point of view. The main finding of this study is that governing philosophy has changed from simple philosophy or principles to complex ones in a cumulative way without having a fundamental interruption. From the point of political philosophy, Kim Young-Sam had a strong democracy conviction while Kim Dae-Jung shifted and enriched his political philosophy to solidarity and reconciliation with North Korea. Considering economic perspectives, Park Chung-Hee had a single philosophy of national economic growth while Kim Dae-Jung and Roh Mu-Hyun changed this to the value of equality. The social philosophies of equality and emancipation have gradually been emphasized from Chun Doo-Hwan on and have acquired more complex contents ever since. In terms of running the government machine, efficiency was the most important philosophical value in the Park regime but other presidents pursued representativeness in addition to efficiency.
