문화행정 60년의 연구동향 분석

Abstract

해방이후 우리나라의 문화행정은 최고정책결정권자인 대통령의 관심아래 꾸준히 발전하여 왔으며 특히 1995년 실시된 지방자치제를 기점으로 우리나라의 문화행정은 그 발전속도가 가속화되고 있다. 지방자치제 도입 이후 중앙정부가 주도하였던 문화행정은 지방정부의 역할 증대로 정부간 관계가 파트너십에 기초한 수평적 관계로 변모하였고, 최근에는 한 단계 더 나아가 정부부문을 비롯한 민간부문, NGO 등과의 문화 거버넌스 구축이 중요한 아젠다로 부각되고 있다. 본 연구는 문화행정의 발전과 더불어 문화행정연구가 어떠한 패턴을 가지고 발전해 왔는지를 분석하였다. 이를 위해 문화행정연구 시기를 태동기, 발전기, 성숙기로 구분하고, 각 시기별로 연구성격, 정책과정, 연구주제, 박사학위 논문, 문화행정 담론의 장에 대해 어떠한 변화가 있는가를 집중적 규명하였다. 분석결과, 각 시기별로 5개 부문의 문화행정연구 경향에 있어 뚜렷한 차이를 보여 주었다. 전반적으로 볼 때, 문화행정 연구는 양적으로는 급팽창하였지만 질적인 측면에서 보면, 다루는 대상의 범위가 너무 한정되어 있을 뿐만 아니라 내용면에서도 심도있는 논의가 미흡한 것으로 분석되었다. 향후 문화행정연구가 질적으로 더 충실해지기 위해서는 문화행정 담론의 활성화를 위한 학문공동체의 구축이 절실하게 논의되어야 할 것이다. Since the liberation from being a colony of Japan, Korean cultural administration has developed steadily under the concern of the president. In particular, local autonomy, introduced in 1995, has made cultural administration prosper more. After the introduction of local autonomy, the paradigm of cultural administration shifted from a vertical relationship taken at initiative of the central government to a horizontal relationship based on a partnership between the government, the private sector, and citizen groups. Building cultural governance has recently been a hot issue for enhancing the effectiveness of cultural policy. The study analyzes how cultural administration studies have evolved along with the development of cultural administration. For this, cultural administration studies have been classified into three periods called formation, development, and maturation. The characteristics of each period were analyzed intensively according to research characteristics, policy process, research themes, dissertations, and cultural administration discourse. The analysis showed that even though the number of cultural administration studies has increased dramatically, the quality of studies has not been high in terms of the scope of research and the contents. Therefore, future research should focus on activating the discourse of cultural administration by constructing academic communities.
