Abstract
본 연구는 정부와 사회집단간의 심각한 갈등양상을 나타낸 교육행정정보화(NEIS) 사업의 정책과정(정책추진기, 정책갈등기, 정책조정기)을 정책네트워크(policy networks)관점 중 구조적 특성 변화에 초점을 맞추어 분석하였다. 특히 정책네트워크 구조 변화를 분석하기 위해 연결망 분석(network analysis)을 활용하였다. 분석결과 정책네트워크의 시기별 구조 변화를 확인할 수 있었다. 밀도와 중심성 분석을 통해 정책네트워크의 시기별 주요 행위자와 조정자를 확인할 수 있었다. 정책추진기와 정책조정기에는 교육인적자원부가 정책네트워크에서 주요한 역할을 담당한 행위자였으며 가장 중심성이 높은 조직이었다. 정책갈등기에는 갈등의 핵심당사자인 전교조의 중심성이 가장 높게 나타났다. 또한 네트워크의 조정 및 통제 정도를 나타내는 매개중심성은 밀도 변화와는 무관하게 정책추진기(10.34%)와 정책갈등기(13.40%)에 비해 정책조정기(25.91%)에 상대적으로 매우 높은 중심도를 나타내었다. 이는 정책추진기와 정책갈등기에 비해 정책조정기에 조정자 역할을 수행한 정책행위자(교육인적자원부, 전교조, 교육정보화위원회)의 역할이 더욱 활발하게 이루어졌음을 의미한다. 즉 정책네트워크의 밀도변화와는 상관없이 네트워크의 매개중심성이 높아질수록 갈등의 조정 가능성이 높아짐을 확인할 수 있었다. 본 연구를 통해 정책네트워크의 역동적 구조 변화상을 양적으로 측정할 수 있는 가능성을 확인하였다. This study analyzed the policy procedures (stage of pursuit of policy, stage of conflicts in policy, and stage of policy mediation) of the National Education Information System (NEIS) project in which severe conflicts between the government and social groups were apparent. This is done by focusing on changes in structural features amongst the perspectives of policy networks. In particular network analysis was utilized in order to analyze changes in the structure of the policy network. It was possible to confirm the structural changes for each stage of the policy network from the outcome of the analysis. Key performers and arbitrators at each stage of the policy network were verified through analysis of density and centralization. During the stages of pursuit of policy and arbitration of policy, the Ministry of Education and Human Resources was the actor in charge of key roles and was the organization with the highest centralization. During the stage of policy conflict, the Korean Teachers and Education Workers Union, the core party to the conflict, displayed the highest level of centralization. In addition, the centrality of relationships, which illustrates the level of arbitration and control of the network, displayed relatively high centrality in the stage of policy arbitration (25.91%) in comparison to the stage of policy pursuit (10.34%) and stage of policy conflict (13.40%), regardless of changes in density. This means that the role of policy actors (Ministry of Education and Human Resources, Korean Teachers and Education Workers Union and Committee on Educational Information Digitalization), who carried out the role of arbitrator, was executed more vigorously during the stage of policy arbitration in comparison to the stages of policy pursuit and policy conflict. That is, it was possible to confirm that the possibility of arbitration of conflict goes up with the increase in the centrality relationships in the network regardless of changes in the density of the policy network. The possibility of quantitatively measuring changes in the dynamic structure of policy networks was confirmed through this study.
