중앙행정기관의 공간적 위치 선정에 관한 연구

Abstract

이 논문에서는 중앙행정기관의 공간적 위치의 효율성 관점에서 현재의 문제점과 차기정부의 바람직한 정부기관의 공간 배치 방안을 제시하였다. 중앙행정기관들이 서울-과천-대전으로 분산 배치된 현재도 중앙행정기관 간 협의를 위한 시간과 재정적 비용이 높은 편인데, 행정중심도시로 다수의 중앙행정기관이 이전할 경우에는 그 시간과 비용이 더욱 확대될 것이다. 선진국의 정부청사 구역(government mall) 개념을 바탕으로 대통령과 국무총리 그리고 내각이 근접하는 청사구역 대안을 검토하였다. 대통령실, 국무총리실, 내각(장관) 기관은 서울특별시 광화문 중심의 정부청사 구역에 집중적으로 배치하고 나머지 기관들은 서울시내와 과천청사 등 수도권에 두는 방안을 제시하였다. 45개 중앙행정기관 중에서 서울시 광화문 정부청사 구역에 25개 기관을, 기타 서울시 지역에 9개 기관을, 정부과천청사에 현재 정부대전청사 소재 8개 청을 배치하고, 해양경찰청과 농촌진흥청을 현 위치에 그대로 두는 안을 제시하였다. This paper suggests current problems and desirable design of central government buildings' location in terms of government efficiency. Transportation time and financial cost for inter-agency policy coordination, which is high in the current dispersed location system, will increase massively if most government buildings in the capital region move to the Administration Center Multi-functional City. This paper considers the government malls of capital cities in advanced foreign countries. This paper suggests the relocation plan, in which the presidential office, prime minister's office, and cabinet ministries are located on the Gwangwhamun government mall and the rest of the central government buildings are located in Seoul or Gwacheon. It suggests that the eight administration agencies now located in Daejeon government building complex move to the Gwacheon government building complex.
