정보기술아키텍처 성과분석 모형을 활용한 정보화 수준평가 제도화 방안

Abstract

2008년 현재 정부업무평가기본법에 의거한 정보화수준평가(기관역량평가에 포함), 전자정부법에 의거한 행정정보자원관리 성과분석, 정보시스템의 효율적 도입 및 운영에 관한 법률에 의거한 정보기술 아키텍처 성과분석 등이 각각 개별 법령에 의거하여 개발되었거나 시행되고 있다. 본 연구는 정부업무평가에서의 평가의 통합 원칙에 의거할 때, 이들 유사한 평가기능들이 정립될 필요가 있다는 데서 출발한다. 이를 위해서 먼저 각 각의 평가제도에 내포되어 있는 정보자원, 정보자원 관리, 정보기술아키텍처, 정보기술아키텍처 관리에 대한 개념을 명확히 정립하였다. 정립된 개념에 따라 이들 평가제도들이 근거하고 있는 법률을 검토하여 각 각의 상호관련구도를 분석하였다. 분석결과 정보자원은 정보기술아키텍처에 포함되는 요소로서 정보기술아키텍처는 정보자원을 포함한 조직 전체의 업무(business) 및 성과(performance)와의 관계까지 포 함하는 포괄적인 개념이고, 정보기술아키텍처 관리는 정보자원관리활동의 기준이 되는 개념으로 정립하였다. 그리고 이를 토대로 현행 정보화수준평가와 의 관계를 검토하였다. 2000년도 제도화된 이후 지금까지 크고 작은 변화를 겪어온 정보화수준평가체계 및 모형과 더불어 최근 전자정부 발전단계와 관련된 다양한 논의들을 함께 검토한 결과 정보화수준평가모형은 정보기술아키텍처 성과분석 모형으로 대체할 수 있는 것으로 파악되었다. 따라서 본 연구에서는 정부업무평가에서 정보화수준평가를 시행할 때, 정보화총괄기관인 행정안전부에서 체제이론적 관점에서 정보기술 아키텍처 정책 기획 및 평가기능을 수행하도록 한다는 차원에서, 먼저 행정안전부에서 정보기술 아키텍처 성과분 석을 시행하고 그 결과를 정부업무평가에서 활용할 것을 제안하였다. This study is about how to consolidate different but similar e-government evaluation institutions. First, the main concepts included in the evaluation institutions are conceptualized in depth. These include information resource management, enterprise architecture, and information level(e-government level). The structures of the institutions are determined after analyzing relevant acts. Information resource ws included in the concept of enterprise architecture(EA), and EA is, besides information resources, a comprehensive concept that includes the business and performance of organizations. EA management was settled as a criterion of information resource management. Next, the relationship among e-government indicators was analyzed, followed by a review of the current trends of the e-government measurement model through the results of relevant research. The results indicate that it is proper for the e-government evaluation model can be displaced by the EA performance measurement model. This survey proposes that the Ministry of Public Administration and Security implement e-government evaluation and, after that, the Prime Minister's Office use evaluation results.
