시민사회 시대 공공정보시스템(PIS)의 정치: NEIS 사례를 중심으로

Abstract

정보시스템의 개발과 구현에서 정치의 중요성을 강조하는 많은 연구들이 있지만, 이런 연구들은 주로 조직 내부의 정치에 초점을 맞추고 있다. 공공정보시스템 개발은 정부기관의 범위를 넘어 많은 다층적 이해관계자들이 관련된다. 그러므로 전자정부 등 공공정보시스템이 개발되고 운영되는 사회적･정치적 맥락을 파악하기 위해서는 보다 광범위한 시각이 필요하다. 이에 본 연구 는 시민사회 시각을 도입하고 이를 통해 논란이 된 NEIS(National Education Information Systems) 프로젝트를 분석한다. 본 연구에서는 시민사회의 발전과 그에 따른 시민사회의 공공 문제에 관한 권한의 증가가 NEIS를 둘러싼 논쟁의 근본적인 원인이라고 주장하고, 이 사례가 공공부문의 IT 거버넌스에 주는 함의에 대해 논의한다. 본 연구를 통해 공공부문 정보시스템 연구 분야에 거의 활용되지 않던 시민사회 개념을 도입함으로써 공공정보시스템의 정치적 측면에 대한 이해를 높일 수 있다. 시민사회의 개념은 선진국과 개발도상국 모두에서 점점 더 중요해지고 있고, 이에 따라 본 연구의 결과는 전자정부에 관한 연구와 실천을 위해 글로벌한 함의를 가질 수 있을 것이다. Although there are many studies emphasizing the importance of politics in information systems development and implementation, they are mainly concerned with intraorganizational politics. The scope of e-government projects often span many stakeholders across multiple layers and even across the country outside of government. Therefore we need a broader perspective which can see a wider social and political context where e-government projects are developed and will operate. Through the lens of civil society, this paper investigates a troubled e-government project. The National Education Information System(NEIS) is a nation-wide information system project in South Korean education. Through the extended political perspective of civil society, it is argued that the expansion of Korean civil society and its increasing power in public affairs is an underlying cause of the dispute. The implications for IT governance in the public sector are then discussed. This study contributes to enhancing knowledge of extended political aspects of public information systems which have been rarely explored in e-government research through adding the lens of civil society as a focus. As civil society is increasingly important in both developed and developing countries, findings from this case have global implications for e-government research and practice.
