일본 교통안전정책의 특징 분석 및 시사점: 교통안전시설 투자정책을 중심으로

Abstract

우리나라와 유사한 교통행정체계라고 할 수 있는 일본 교통안전정책의 성공과 실패사례는 우리나라의 교통안전정책에 직･간접적인 영향을 주고 있다. 이와 같은 관점에서 본고에서는 탐색적인 연구방법으로 일본의 교통안전정책의 특징을 교통안전시설 투자정책사례에 초점을 맞추어 분석하고 우리나라에의 시사점을 제안한다. 본 논문의 분석결과, 일본은 1966년부터 교통안전시설등정비사업에 관한 긴급조치법을 제정하여 현재 제8차 교통안전기본계획(2006-2010)까지도 교통안전시설에 집중 투자하는 정책을 유지하고 있다. 또한 교통안전기본계획과 연계한 교통안전시설 정비계획을 수립, 집행하여 왔을 뿐 아니라 이에 대한 평가도 주기적으로 실시해 교통안전시설 정비사업의 효과를 높여 왔다. 더욱이 상기한 긴급조치법은 2003년부터는 교통안전시설등정비사업의 추진에 관한 법률로 개정되면서 항구적인 사업으로 제도화되었으며 교통안전시설은 도로, 철도, 공항 등과 같은 사회간접자본의 하나로써 투자하고 있을 정도로 국가 정책적 중요성이 인정되고 있다. 중앙정부의 40년 이상 계속되고 있는 교통안전시설에 대한 집중투자정책은 일본이 교통안전 선진국 수준에 도달하는데 크게 기여하였다고 평가할 수 있다. 따라서 우리나라도 제6차 교통안전기본계획(2007-2011)의 목표달성 등 교통안전수준을 높이기 위해서는 지속적인 교통안전시설 투자정책을 중앙정부차원에서 적극 추진해야 함이 얼마나 중요한지를 시사하고 있다. The successes and failures of Japans traffic administration system (which is similar to Koreas) in traffic safety policy influences traffic safety policy in Korea, directly or indirectly. In view of this, traffic safety facility, investment administration, and the capital system in Japan are analyzed through exploratory research that proposes a few important suggestions. Japan introduced the emergency measurement law for the traffic safety facility master plan project in 1966. Since then, the investment system for traffic safety facilities has continued to adapt along with the eighth traffic safety master plan (2006-2010). The traffic safety facility master plan was established and has been executed in connection with the traffic safety master plan, and evaluation of the same is periodically performed thus enhancing the effects of traffic safety facility master plan projects. The above plan and policy have been promoted more since 2003 with a law promoting the traffic safety facility master plan project, so they were regulated as a long-term program. Traffic safety facilities have been invested in as infrastructure like roads, railroads, and airports and have been considered one of the nations important policies. The continued administrative and financial investment system in traffic safety facilities by the central government in Japan as described above may be evaluated as greatly helping Japan become an advanced country in traffic safety. Therefore an ongoing traffic safety facility investment policy like in Japan shows how important it is for the Korean central government to achieve the goals of the sixth traffic safety master plan (2007-2011) while enhancing the level of traffic safety.
