세계화 과정에서 정책의 동형화(Isomorphism) 메카니즘 분석: 인력감축, 정보공개 및 민영화 사례를 중심으로

Abstract

본 연구는 사회학적 신제도주의(new institutionalism) 관점에서 정책의 세계적인 동형화(isomorphism) 현상을 이론적으로 탐색하고, 행정개혁의 세계적인 확산과정에 영향을 미치는 동형화 메커니즘을 분석하였다. 세계사회 속에서 개별국가들이 세계문화와 제도를 인식하고 이를 자기구조에 공식화하게 되는 메커니즘으로 모방(emulation), 경쟁(competition), 강제(coercion), 그리고 학습(learning)을 제시하였다. 이를 세계적으로 확산된 대표적인 행정개혁사례인 인력감축, 정보공개, 그리고 민영화에 적용하였고, 사례별로 네 가지 동형화 메 커니즘의 상대적인 비중을 실증적으로 분석하고자 하였다. 분석결과를 보면, 조직·인사관리 측면의 개혁도구로서 인력감축의 세계적인 확산은 경쟁과 강제보다는 모방과 학습요인이 강하게 작용하였고, 법률적 측면의 개혁도구로서 세계 각 국이 채택하고 있는 정보공개법의 도입시행은 경쟁과 학습요인보다는 모방과 강제요인이 강하게 작용하였다. 아울러 재정적 측면의 개혁도구로서 경제적 효율성을 강조하는 민영화 정책의 경우 경쟁과 강제요인이 모방과 학습보다는 강한 요인으로 분석되었다. 본 연구는 행정의 세계화 현상을 사회학 적인 관점에서 해석함으로써 행정현상을 이해하는 이론적 도구를 제시하고 세계사회 속에 제한된 행위자로서 개별국가의 정책선택 과정을 분석하였다는데 그 의의가 있다 하겠다. This study explores mechanisms of global isomorphism in public policy and administration from the perspective of new institutionalism in sociology. It suggests four mechanisms of global isomorphism (emulation, competition, coercion, and learning) with globally diffused major cases of government reform initiatives. The cases include downsizing as an initiative for organizational or human resource management reform, information law as a case of legal change, and privatization as one for market-oriented management. The results show that downsizing tends to be globally diffused through emulation and learning rather than through other mechanisms, information law is diffused through emulation and coercion, and privatization is diffused through competition and coercion. The study contributes to the provision of a distinctive approach to the global diffusion of public sector reforms as well as the recognition of the limited role of individual states in world society.
