인적자원개발 기획체제 비교분석: 한국, 미국, 일본을 중심으로

Abstract

인적자원개발에 대한 국가간 비교연구의 중요성이 강조되고 있다. 본 연구에서는 체제분석 방법을 활용하여 한국, 미국, 일본의 국가인적자원개발기획을 분석하였다. 한국에서는 통합적인 국가인적자원개발계획이 존재하지만 미국과 일본은 개별적인 형태로 인적자원개발계획을 수립하여 정책을 추진하고 있다. 한국의 인적자원개발계획은 우호적 수립환경, 목표의 구체화･객관화 도모, 시행･조정 및 평가를 위한 제도적 장치의 마련이 특징이다. 미국은 구체적 성과 목표, 지방자치단체와 민간부분을 적극적으로 활용, 의회, 지방자치단체, 부처간 협력 및 조정 메커니즘을 제도화한 점이 특징이다. 일본은 노동시장 및 사 업환경의 변화에 따른 인적자원개발의 필요성 강조, 세부계획 및 행동계획을 통한 평가의 강조, 지방자치단체에 권한의 위임과 파트너십 형성이 특징이다. It is getting increasingly important to do comparative research on national human resource development planning systems. This study has used a system analysis to analyze the national human resource development planning of Korea, America, and Japan. Korea implements an integrated comprehensive national human resource development plan, while the US and Japan proceed by establishing individual human resource development plans. Koreas national HRD planning is characterized by its friendly environment for planning, specification of objectives, effort to be more objective, and institutional preparation for implementation and adjustment and evaluation. America's NHRD planning is characterized by its specific objectives, the active involvement of local government and the private sector, cooperation between state legislatures, local governments and departments, and the institutionalization of such adjustable mechanisms. Japan's NHRD planning is characterized by its strong emphasis on the need to develop human resources based on labor market and business environment changes, its emphasis on evaluation through specific plans and action plans, commissioning local governments to have authority, and building up partnerships.
