초점조직과 과업환경조직간 관계성 연구: 원자력발전소를 중심으로

Abstract

본 연구는 초점조직인 원자력발전소와 주변 과업환경조직들과의 상호역학관계를 분석하고, 더 나아가 그 상호역학관계에 영향을 미치는 요인들 간의 관계를 살펴보았다. 원자력발전소의 과업환경조직으로는 중앙정부, 지방정부, 한국수력원자력(주)･한국원자력안전기술원 등의 원자력관련조직, NGO, 지역주민 등이다. 원자력발전소와 과업환경조직과의 관계유형을 결정하는 독립변인으로 빈도･공식화･협조성･영향력･신뢰를 설정하고 이들 다섯 가지 변수를 활용하여 초점조직과 과업환경의 관계를 살펴보았다. 분석 결과, 원자력발전소는 과업환경 중 중앙정부, 지역주민, 지방정부, NGO의 순으로 긴밀하게 상호작용을 하고 있는 것으로 나타났다. 그리고 상호작용에 영향을 미치는 요인 중 빈 도･공식화･협조성･영향력 간에는 밀접한 상관관계가 있는 것을 발견하였지만, 신뢰는 그렇지가 못했다. 신뢰는 공식화･협조성과는 통계적으로 유의미하고 강한 상관관계를 유지하고 있었지만, 빈도･영향력과는 상관관계가 거의 없는 것으로 나타났다. 본 연구의 시사점으로는 우리나라에서 미연구분야중 하나인 조직집합이론을 적용하여 조직간 관계의 본질을 밝혔다는 점과 원자력발전소 차원에서 주변 과업환경조직을 관리하기 위하여 필요한 전략을 수립하는데 도 움을 줄 수 있다는 점이다. This study analyzes the relationships between the nuclear power plant as a focal organization and its task-related organizations such as central and local governments, NGOs, residents, and the headquarters of KHNP and KINS. This study further examines their relationships by utilizing such factors as frequency, formalization, collaboration, impact, and trust, and discusses which factors prove influential on interorganizational relations on an empirical basis. The results of statistical analysis reveals that the nuclear power plant is most closely related to the central government, residents, the local government, and NGOs in that order. Factors such as frequency, formalization, collaboration, and impact are closely related to each other. However, trust is not related to frequency or impact, but to formalization and collaboration.
