행정학에서의 진화론적 접근: 의의 및 한계

Abstract

최근 행정학계에서 새롭게 도입되는 자연과학 이론 중 하나는 진화론적 접근방법이다. 지난 3년 사이에 15편 내외의 진화론적 접근방법을 사용한 논문이 간행되는 등 점차 행정학계에서도 진화론적 접근이 일반적인 접근방법 중 하나로 인식될 수있는 가능성이 증가하고 있다. 그러나 현재 한국 행정학계에서 논의되고 있는 진화론적 접근방법은 그 내용이 모두 다르고 개념적으로도 서로 충돌한다. 진화론적 접근방법이 여타 접근방법과 어떻게 다르며, 진화론적 접근방법이 무엇인가에 대한 공통적인 시각이 존재하지 않는다. 이에 본 연구는 진화론이 일반 변화 이론과 어떻게 다른가, 그리고 한국 행정학계에서 이루어지고 있는 진화론적 접근방법의 의의 및 한계를 살펴보았다. 먼저 진화는 변화와 차별되는 것으로서, 변화 중에서도 외적 요인과 내적 요인이 상호 작용하여 이루어지는 변화이며 우연적, 무계획적으로 이루어지는 변화이다. 진보성, 방향성, 계획성이 없는 변화가 진화이다. 이러한 진화론은 행정학에서 환경에 대응하는 내적 변화 동인, case by case적인 연구, 기계론 및 결정론적 패러다임에서 벗어난 연구방법을 제시해준다. 그러나 현재 행정학에서의 진화론적 접근은 진화와 변화의 차이점, 진화와 진보의 차이점, 진화 의 원인 등과 관련된 논의, 진화와 방향성 여부 등에 대하여 연구자들 사이에 전체적인 합의가 형성되지 못하고 개념상 혼란이 존재한다. 진화론적 접근방법이 행정학적 접근법의 하나로 인정을 받고 정립되기 위해서는 진화론적 접근방법이 무엇인가 하는 정체성을 확실히 하고, 그러한 정체성을 바탕으로 통일적인 연구 방법을 설정하는 것이 필요하다. The evolutionary approach is a natural science theory recently introduced to public administration. Some 15 papers adopting the evolutionary approach have been published during the past three years, showing the growing potential of the evolutionary approach as a general methodology in public administration. However, each evolutionary approach considered among Korean public administration circles varies from the others, and they conceptually contradict one another. There is no common understanding of how the evolutionary approach differs from other approaches, or of what the evolutionary approach is. Thus, this paper has reviewed the differences between the evolutionary approach and others, as well as the significance and limits of the evolutionary approach adopted in Korean public administration circles. Evolution is different from simple change. It is change where external and internal factors interact. It is irregular and unplanned change. Evolution is change that does not advance, is not directive, and does not have a planned intent. In public administration, such evolution suggests internal causes of change in coping with the environment, case-by-case study, and a methodology that transcends any mechanistic or deterministic paradigm. However, viewing the recent evolutionary approach in public administration, there is no consensus among researchers over the difference between evolution and change, between evolution and progress, over the cause of evolution, and whether evolution is directive, resulting in conceptual confusion. The evolutionary approach should first establish an identity and then set up a uniform methodology of research based on such an identity so that it may be recognized as a public administration approach.
