DEA를 이용한 지방개발공사의 재무효율성 평가

Abstract

본 연구는 최근 급속하게 증가하고 있는 우리나라 지방개발공사를 대상으로 그 기초적인 재무 효율성을 분석하고 이를 바탕으로 정책적 시사점을 얻고자 수행되었다. 구체적으로 각 지방개발공사를 대상으로 자료포락분석(DEA; Data Envelopment Analysis)을 이용해 상대적 재무효율성을 측정하고, 슬랙(slack)분석 을 통해 비효율적 원인을 찾아보았다. 분석결과 규모가 큰 지방개발공사는 유동비율과 수지비율 등 재무효율성에서 어려움을 겪고 있고 규모가 적은 지방개발 공사는 규모의 비경제의 문제점이 있음을 알 수 있었다. 앞으로 지방개발공사가 지속적으로 성장･발전을 하기 위해서는 비교적 규모가 큰 수도권 지방개발공사 에서는 유동성 및 자본금 확대 등 재무적 효율성을 높일 수 있는 방안을, 비교적 규모가 적은 기타 지방개발공사에서는 규모의 경제를 살릴 수 있도록 통합･흡수･중복 설립 방지 등에 관심을 가질 필요가 있음을 강조하였다. 그 외 정부의 지방공기업 경영평가 결과와 DEA분석 재무효율성 분석결과를 바탕으로 기업성이 강한 지방개발공사 경영평가에서 전통적인 평가지표인 재무적 효율성에 더 많은 비중을 둘 필요성 등 몇 가지 정책적 제안을 하였다. This study was carried out to analyze the basic financial efficiency evaluation of local public development corporations which have grown rapidly in Korea as well as to get a couple of policy implications from the base of the results of the analysis. Comparative financial efficiency has been measured through CCR and BCC, and inefficiency elements have been explored by the slack analysis of Data Envelopment Analysis (DEA ). This analysis has found out that the big corporations in the Seoul metropolitan area suffer from financial difficulties such as liquidity and profit ratio and the small corporations lack economy of scale. To keep developing, big corporations should improve liquidity and capital strength while small corporations should give attention to Merge & Acquisition (M & A) and prevention of redundancy with higher and lower local autonomous administrative bodies in the same area. This paper suggests several policy alternatives in efficiently administering local public development institutions such as placing greater weight on financial efficiency indicators in government evaluations of public institution.
