범정부 행정정보공유 정책에 관한 고찰: 주요 쟁점 및 정책시사점

Abstract

우리나라는 2002년 행정정보공동시스템의 구축과, 2008년 범정부적 행정정보공동이용시스템의 확대 구축 및 운영으로 전 세계적으로 유사 사례를 찾기 힘들정도로 고도화된 IT 기반의 행정서비스를 제공하고 있다. 범정부 차원의 행정정보공유는 이전에는 경험하지 못했던 정보사회의 새로운 현상이며 행정 환경의 혁신적 변화를 의미한다. 하지만 지속가능성 관점에서 여전히 해결해야 할 많은 문제점을 안고 있다. 또한 행정정보공유라는 혁신적 정책수단이 가져올 사회적, 행정적 변화와 영향력의 크기에 비해 학계에서의 논의는 매우 제한적이며 관련 정책연구도 미미한 수준이다. 본 연구는 행정정보공유라는 새로운 행정현상에 대한 본격적 연구에 앞서 탐색적 수준에서 지금까지 국내에서 추진된 행정정보 공유와 관련된 정책을 전체적인 국가 정보화 흐름 속에서 조망하고 기존연구를 중심으로 주요 쟁점을 기술적, 법제도적, 정보보안과 정보프라이버시, 그리고 조직 측면에서 살펴본다. 또한 이러한 분석을 바탕으로 향후 행정정보공유의 활성화를 위한 정책적 시사점을 모색한다. 정책 제언으로 양질의 DB 구축과 시스템 표준화, 부처간 협조 및 이견조정 기능의 강화, 정보보안과 정보프라이버시 보호, 시민 관점의 행정서비스 재설계 및 정책혜택 극대화, 정책홍보 및 평가체계 구축, 그리고 행정정보공유라는 혁신적 정책수단을 활용한 참신한 정책모형 개발 등을 제안한다. With the official 1aunch of the first administrative information sharing system in 2002, and the extended pan-government administrative information sharing system in 2008, the Korean government currently provides highly sophisticated lT-based public services to citizens that are unprecedented worldwide. However, Korea is still faced with many problems to be solved for the policy to be sustainable. This study reviews administrative information sharing policy in Korea, focusing on technical, legal and institutional, information security and information privacy, and organizational issues. Based on this analysis, policy implications are derived for further enhancing administrative information sharing policy in Korea. As policy suggestions, quality DB building, system standardization, overcoming inter-departmental sectionalism, enhancing information security and information privacy, public process reengineering to maximize policy benefits for citizens, public relations and policy evaluation, and developing all new and innovative public policy models in the context of administrative information sharing are proposed.
