정부조직개편에 따른 기획재정부의 권력관계 변화 분석

Abstract

본 연구는 이명박 정부의 정부조직개편에 따른 기획재정부의 권력관계 변화 양상을 분석하는 데 목적을 두고 있다. 이명박 정부가 주로 기능적 측면의 성과 향상을 목표로 신설한 기획재정부가, 당초 의도한 바와는 다르게 뜻하지 않은 결과를 파생시킬 가능성은 없는지 '관료적 권력'의 관점에서 하나의 분석을 시도하였다. 그 결과, 기획재정부는 실질적으로 다른 부처들을 압도하는 '수석부처'로서의 역할을 유지하면서, 과거 재정경제원과 같은 거대부처에서 발생한 문제를 유발할 가능성이 충분한 것으로 분석되었다. 특히, 기획재정부는 옛 재정경제부와 마찬가지 방식으로 금융위원회(관료조직)는 물론 금융감독원(공적 민간기구)과 한국은행(공적 민간기구)에 대해서까지 '정책 지배'와 '인적 지배'를 계속해서 관철함으로써, 금융시스템상의 견제와 균형을 상실케 하고 있는 것으로 진단되었다. The purpose of this study is to analyze the change of power relations in government reorganization, focusing on the Minrstry of Stratesy and Finance (MOSF) in Korea. This study examines the power of MOSF. It was able to be more than the sum of the power of the Ministry of Finance and Economy (MOFE) and the Ministry of Planning and Budget (MPB) in 2005. It was able to surpass the power of the 'old MOFE' in 1997. In particular, this study points out that it is invitable that MOSF dominates the Financial Supervisory Service (FSS) and the Bank of Korea (BOK) as well as the Financial Services Commission (FSC) in terms of policy and personnel. According to the results of the study, policy alternatives are proposed. These are the restruturing of the check and balance system among financial institutions, imposing restrictions on range of MOSF's role, and the privatization of the FSC just like the FSS and the BOK.
