Abstract
본 논문의 목적은 추상적 공공성 개념을 현실적으로 확인할 수 있는 것으로 평가되는 공직동기(PSM: Public Service Motivation)에 대한 조직차원의 결정요인을 분석하는데 있다. 공직동기 효과에 대한 연구에 비해 그 원인을 찾는 경험적 연구는 상대적으로 적으며 존재하는 연구들도 대부분 사회화 과정에 초점을 두어 조직수준의 분석은 시론적 수준에 머물고 있다. 이와 같은 연구 동향에 근거하여 인구학적 요인, 관리요인, 구조요인, 관계요인 등의 요인들을 중심으로 통합적 실증분석을 시도하였다. 연구결과 공직동기의 결정요인에는 다양한 변수들이 개입되어 있으며, 이들 간에 구조적 관계가 존재한다는 점을 알 수 있었다. 특히 인구학적 변수, 관리변수, 관계변수 등은 공직동기에 간접적으로 공직동기 영향을 미치고 있느 것으로 나타났다. 본 연구는 정책적 합의와 관련해 공직동기의 형성과 변화와 관련된 변수들이 각기 다른 특성을 가지고 있기 때문에 각 변수들이 가지는 특성을 종합적으로 고려하는 균형 잡힌 공직동기 형성 또는 부여 전략이 필요하다는 시사점을 제시한다. This paper empirically studies the determinants of Public Service Motivation(PSM) by analyzing survey data at the organizational level. Although there have been a lot of studies of PSM's impact on organizational performance, there are few ones about the determinants or antecedents of PSM at the organizational level, instead of at the societal level. Hence, the determinants of PSM were analyzed based on a more integrated model which includes social demographic, management, structural, and relationship variables. The results show that there are structural determinants for PSM. Moreover, they not only had direct, but also indirect, relationships with PSM. This research suggests, first, that since each independent variable has its particular altributes, different strategies should be made for managing it. Second the new public management based on neo-liberal individualism might destroy PSM.
