This article explores how and why a governmental policy. Graduation Quota System, in Korean higher education was altered prior to full implementation in spite of a committed,
strong central government. For the research. I gathered data' from various sources,
including interviews with participants in the decision-making and implementation process
as well as from docunlent review. I chose five colleges and universities, each representing
a different type of institution, to examine the implementation process and to evaluate the
policy impact. I have utilized primarily qualitative methods to analyze information to
incorporate participants' perspectives. My findings suggest that the implementation outcomes
were affected by various factors: the environmental context and the decision-making
process; relationships among the actors or groups who were involved in the implementation
process and the structure and culture of implementing agencies; Implementing
