Abstract

This paper seeks to clarify the concept of social policy. Conceptual definitions given to the term are reviewed and the heuristic value of the traditional distinction between the broad and narrow defintions is evaluated. Three dimensions of choice are found to be essential in the conceptualization of the term. It then argues that the current uses of the term can be classified into three conceptions; social policy as societal management policy, social policy as social welfare policy, and social policy as government policy on social security. Finally, the uses and meanings of three neighboring terms are discussed in comparison with social policy.
