dc.description.abstract | The problem dealt with in this thesis is to develop a most viable "Regional Common Defense (RCD)" system in light of the ever-increasing military threat on the Korean peninsula. Based on the historical review of the various types of defense systems, an examination of the Korean security
situation and an in-depth analysis of the current RCD system, the paper presents the following three guidelines for the improvement: All defense-related elements must be integrated under the single law to be entitled "Homeland Defense Law," to provided tae legal assurance Various organizational systems responsible for the RCD must be integrated into a single system utilizing the current Defense Consultation Committee; Training and evaluation system must be improved such that the whole responsibility be given to a single man, that is, the Head of the Selfgoverning bodies. The thesis emphasizes as conclusion the urgent necessity of establishing a completely integrated RCD system in order to effectively meet the challenges ahead. | - |
