Abstract
The new constitution stipulates that the legislative and the judicial controls over the executive
should be increased under the new government. Local autonomy with the full-fledged operation of
local councils will be resumed after 26 years of cease since the military take-over of government in
1961. In the sphere of economy, the interests of those neglected in the past will be promoted, the
freedoms of expression, gathering and organization will also be promoted under the new constitution.
Under this constitution, the ensuing reorganization of the government should follow the principles
of simplification, democratization and economic self-regulation.
The functions of the Home Ministry should be re-examined under the new context of political environment. The police function should be neutralized from politics by bringing it under an
independent regulatory commission. The Bureau of Budget should be removed from the Economic Planning Board and be placed directly under the Prime Minister. Ministry of Education should be
relieved from university administration and this function should also belong to an independent commission. Ministry of Culture and Public Information also has to be relieved from propoganda
function.
