주택정책에 관한 사회적 의사결정과 공공선택적 접근: 개인의 선택과 정부규제에 대한 비판적 검토

Abstract

한국의 주택정책은 규제와 재규제를 반복해 오는 특징을 나타내지만 사회적 학습이 발생하지 않고 있다. 이러한 주택정책의 실패의 원인은 무엇인가? 첫째, 정부규제가 경제적 행위자의 행태적 기초에 기반한 것이 아니라 미봉적인 조치로 시장에서의 거래를 따라가면서 처방을 내리고 있을 뿐이고 둘째, 사회적 합의를 가능하게 하는 정보제도가 구축되지 않았거나 제대로 작동하고 있지 못하기 때문이다. 본 연구는 공공선택적 방법론을 활용하여 경제적 행위자의 세 가지 행태에 기초한 해결방안을 제시하고자 한다. 대규모 택지를 조성하기 위한 토지수용단계에서 공기업의 득점대신에 경쟁체제가 도입되어야 하고, 건설원가가 중립적인 기관의 조사에 의하여 공개됨으로써 경제적 행위자의 거래를 인도하도록 하여야 하며 투기로 인한 불공정한 이익이 조세수단을 통하여 환수되고 부동산 투기에 거래되는 위험자본이 자율적으로 통제되어야 한다. 장기적으로 주거의 개념을 변화시키는 선호형성 전략을 사용하고 충분한 주택서비스를 공급할 것을 제안한다. Housing policy in Korea features repeated regulation and reregulation, but social learning cloes not occur. What is the reason for this policy failure? First, government regulation ns not founded on the behavior of economic actors, but just follows up on transactions in the market with improvisational measures. Second, the information institutions which enable social consensus have either not been established or do not function well. This study applies public choice methodology to propose three suggestions corresponding to the three stages of the behavior of the economic actors. A competitive mechanism should be introduced in place of the monopolistic public corporation to exploit the land to develop housing. The cost of construction should be made public via a neutral agency audit and should guide the actor's behavior in the realty market. The unjust windfall speculative profits should be returned through taxation and dangerous speculative money flows should be self-regulated. In the long run the government should preference-shaping policy to rethink the concept of residence and to provide sufficient housing services.
