정책단계와 NGO의 역할유형: 교육개혁정책과정에서 NGO의 활동을 중심으로

Abstract

본 연구는 정책과정에서의 NGO의 역할을 매개자, 견제자, 제안자, 생산자 등 4가지로 구분한 다음, 교육개혁정책과정을 분석사례로 하여 네 가지 정책단계--의제설정, 정책결정, 정책집행, 및 정책평가단계--에서 어떠한 역할을 수행하고 있으며, 어떠한 역할을 수행하는 것이 바람직한가에 대한 인식조사를 하였다. 설문분석은 NGO 활동가과 관련 공무원을 대상으로 하였는데, 응답자들은 현재 NGO는 정책단계와 무관하게 견제자 역할을 우선하여 수행하고 있으나, 향후 정책단계별로 차별화되고 다원화된 역할을 수행하는 것이 바람직하다는 인식을 보여주었다. 구체적으로, 정책의제 및 결정단계에서는 견제자 역할보다는 제안자 역할을 우선적으로 수행하고, 정책집행 및 평가단계에서는 견제자 및 매개자 역할을 우선적으로 수행하는 것이 바랍직하다고 제시하였다. This study divides the roles of NGOs during the policy process into mediator, restrainer, proposer, and producer. Then, a case of the process of education reform policies is analyzed with an examination of which roles are currently being played and are the most advisable for four policy stages: agenda setting, policy determination, policy execution, and policy evaluation. By conducting a survey of NGO activists and related public officials, respondents indicated that NGOs play the role of restrainer regardless of the present policy stage. However, it is better to differentiate and diversify according to each policy stage. To put it concretely, they indicate that it is desirable to play the role of producer rather than restrainer at the agenda setting or policy determination stage and to play the role of restrainer or mediator at the policy execution or policy evaluation stage.
