dc.description.abstract본 연구는 우리나라 공직사회의 여성공무원에 대한 차별인식과 관리직 여성공무원에 대한 인사정책방향에 대하여 살펴보았다. 연구결과를 보면, 공직사회의 남녀차별과 유리천정은 사실상 존재하며, 이러한 원인은 사회적 관습과 관행이 크게 작용하고 있음을 알 수 있다. 이를 해소하기 위해서는 단순히 법제도, 인사정책의 개선만으로는 어렵다. 공직사회에서의 여성차별 철폐와 여성 대표성 확보를 위한 적극적인 제도적 변화와 개혁이 필요하다. 여성관리자 임용목표제 확대를 통한 적극적 조치는 여성관리자의 임용상황이 강제적인 방법으로나마 개선될 것이다. 또한 보직배치할당제 및 승진할당제가 달성되기 위해서는 양성평등의 순환보직, 각 부서별로 모든 여성공무원들이 배치될 수 있도록 하여야 하며, 여성공무원들에 대하여 특별한 관리능력을 함양할 수 있는 교육 프로그램이 필요하다. The purpose of this paper is to present the personnel policy direction for higher-level women in government by analyzing comparatively the consciousness of male and female public officials on major issues related to sexual discrimination and current female personnel policy in the participatory government. The survey for the consciousness of male and female public officials has been conducted for public employees who live in Daegu City and GyeongsangBukdo Province for two weeks. It includes three major issues related to sexual discrimination in the government, current female personnel policy in the participatory government and the effect of gender representative alternatives. The survey was analyzed using statistical methodologies, such as frequency analysis, crosstabs for comparing intergroup differences and finding occupational characteristics. The SPSS program was used to analyze the data. In conclusion, there are sexual discrimination and glass ceiling in the government. The reason has been found social custom and traditional practice in the Korean organization for ages. To overcome these problems, affirmative reform such as promotion or post allocation should be enforced strongly besides improving female personnel policy in the government.-
