한국의 네트워크 거버넌스에 관한 연구: 사회복지관의 네트워크와 조직 효과성

Abstract

현대 사회는 이른바 네트워크 사회(network society)라고 지칭될 만큼 네트워크에 대한 관심이 사회 전반에 걸쳐 크게 증가하고 있으며, 거버넌스에 대한 논의와 함께 네트워크 거버넌스(network governance)를 통한 사회문제 해결에 대한 기대감이 높다. 그러나 이러한 처방적 관점에서 네트워크 거버넌스에 대한 관심에 비해 실질적으로 어떠한 효과성을 발휘할 수 있는지에 대한 경험적인 연구는 다소 미흡하였다. 따라서 본 연구는 네트워크 거버넌스 연구의 시발점으로서 네트워크 거버넌스에 대한 효과성을 사회복지부문, 특히 사회복지관의 네트워크 수준과 조직 효과성과의 관계를 살펴보았다. 분석 결과, 사회복지관의 네트워크 수준은 그 전반적인 수준 자체가 조직의 효과성에 결정적인 영향을 미치는 것으로 볼 수는 없으나, 정부 및 다른 복지관과의 네트워크 수준이 높을수록 이용자 규모가 증대됨으로써 조직 효과성에 대해 기여하고 있음을 확인할 수 있었다. 뿐만 아니라, 사회복지관이 보유하고 있는 자원 수준에 대한 네트워크의 영향력을 통해 간접적으로 조직 효과성에 기여하고 있으며, 동일한 자원 수준이라도 네트워크 수준에 따라 활용 능력에 차이를 보이는 등 다양한 측면에서 광범위한 영향을 미치는 것으로 분석되었다. 분석 결과를 통해 네트워크 거버넌스의 효과성에 대한 경험적 확인과 함께 전략적 관리 대상으로서 조직의 네트워크에 대한 연구 관심을 제기하고 있다는 점에서 연구의 의의를 찾을 수 있을 것이다. In recent years, research on network and network governance have been on the increase with the emergence of networked society. Network scholars argue that network governance can resolve many of social problems more effectively than any other social mechanisms. Despite the importance of network governance, much of current research took normative routes and this has necessitated empirical analyses which seek to find more reliable explanation on the effectiveness of network. This study examined the effectiveness of network governance, focusing on social welfare sector. By analyzing the networks of regional welfare centers in Korea and its contribution to organizational effectiveness, we found that the level of network with some organizations such as government agencies and other welfare centers were positively correlated with organizational effectiveness. In addition, the network level of welfare centers contributes organizational performance indirectly through influencing the resource level of centers such as number of employees. By empirically verifying the effectiveness of network governance, this study emphasizes the importance of strategic network management for organizational development and concludes with a suggestion for further research on strategic management of organizational networks.
